About The Position

PeopleTec is currently seeking a Contract Specialist to support our Huntsville, AL location. This role is for a seasoned acquisition professional, preferably certified as DAWIA Level 2 or 3 and/or FAC-C, who will perform complex contracting and acquisition business functions. These functions include market research, analyses, documentation preparation and review, and price and/or cost analyses. Other acquisition activities involve sourcing supplies and services through active engagement with Industry partners. These efforts cover the entire pre-award and post-award acquisition lifecycle framework, including R&D procurement, FAR-based contracts, and prototyping contracts/Other Transaction Authority (OTA) agreements, as well as technical and cost/price negotiations support. The specialist will deliver high-level support services in system acquisition and contracting for planning, developing, sourcing, procuring, and fielding program and project procurement activities, in coordination with the PAE Fires Chief of the Contracting Office and other Contracting Officers at Redstone Arsenal. This includes conducting technical analysis of acquisition sourcing requirements, generating acquisition documentation for diverse strategies, and drafting required Acquisition Plans (APs), Acquisition Strategies (AS), Determinations and Findings, and Justifications and Approvals (J&A). The position develops sourcing and contracting strategies for PAE Fires programs, utilizing best practices to improve efficiency from requirements definition to award. It involves working with project offices to draft requirements documents and drafting acquisition and contracting requirements for Request for White Papers (RFWPs) and Request for Prototype Proposals (RFPPs), including instructions and evaluation criteria. The role also assists in publishing Requests for Information (RFIs), RFWPs, and RFPPs on Sam.Gov, and drafts required Determination and Findings (D&F) for OTA procurements. The position provides detailed technical input for SOWs/SOOs compliant with federal and DOD regulations and is heavily involved in post-award activities, including conducting price/cost evaluation reports and detailed reviews of technical proposals, labor costs, labor categories, labor hours, material, travel, and overhead costs to ensure proposed solutions meet requirements and prices are fair and reasonable.

Requirements

  • 10+ years of experience
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work.
  • Ability to maintain an active Secret clearance during employment.

Responsibilities

  • Develop the sourcing and contracting strategies for PAE Fires programs.
  • Improve the times from requirements definition to source selection to contract award using best practices.
  • Work with project offices to draft requirements documents with the Government’s desired technical outcomes identified.
  • Draft acquisition and contracting requirements documents for Request for White Papers (RFWPs), and Request for Prototype Proposals (RFPPs) including instructions to Industry as well as evaluation criteria.
  • Assist in publishing Requests for Information (RFIs), RFWPs, and RFPP on Sam.Gov for Industry review and response.
  • Draft required Determination and Findings (D&F) required to conduct procurements as an Other Transaction Authority (OTA) and other purposed.
  • Draft Justification and Approval (J&A) documents to support single vendor selections on non-competitive procurements.
  • Provide detailed technical input, parameters, and guidance to create actionable SOWs/SOOs that are fully compliant with federal and DOD acquisition regulations.
  • Conduct price/cost evaluation reports on PAE Fires’ requirements.
  • Conduct complex reviews and evaluations by comparing the technical proposal to requirements (i.e., the SOW or SOO), and conduct detailed reviews of labor costs, labor categories, labor hours, assessing each for reasonableness.
  • Review material, travel, and overhead costs and summarize the findings in its report.
