About The Position

OCT Consulting is seeking a Contract Specialist II with at least six (6) years of relevant experience supporting an acquisition office. This role requires Contract and Procurement Series 1102 experience, which can be gained as a federal government employee, a contractor supporting a Federal Agency, or a combination of both. The specialist will serve as a strategic business advisor, providing expert advice and analysis on all facets of the acquisition life cycle. This includes supporting the development of requirements documentation, assisting with Independent Government Cost Estimates (IGCE), conducting market research, preparing procurement documents like IFBs, RFQs, and RFPs, and assisting with source selection and contract award processes. Post-award contract administration support is also a key responsibility.

Requirements

  • Six (6) years of full-spectrum federal contract experience
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • Must be FAC-C or DAWIA eligible or possess an equivalent professional Contracting certification such as a CFCM or CPCM
  • Knowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures
  • Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and UFMS or similar contracting writing systems
  • Attention to detail, accuracy, and adherence to project timelines
  • Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders
  • Must be a US Citizen
  • Must be able to obtain and maintain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check

Responsibilities

  • Serve as a strategic business advisor to the contracting office staff and program offices for all facets of the acquisition life cycle to include independently reviewing acquisition strategies and related documentation providing expert advice and analysis.
  • Provide requirements documentation support to include assisting with the development and preparations of pre-award Specifications, Statements of Work (SOWs), Statements of Objective (SOOs), Performance Work Statements (PWSs) for performance-based acquisitions (PBA) and other requirements documents.
  • Assist with the development of Independent Government Cost Estimates (IGCE)
  • Support market research and market surveys identifying contract and purchasing vehicles/solutions and potential sources. Support includes preparing and posting announcements in electronic procurement portals such as SAM and preparing written reports and documents.
  • Assist in the development and preparation of draft Invitation for Bids (IFBs), Requests for Quotes (RFQs), Requests for Proposals (RFPs) and Combined Synopsis/Solicitations, recommending and preparing terms and conditions as appropriate.
  • Assist in all aspects of source selection and contract award to include and preparing and coordinating reports such as D&Fs, Justifications and Approvals (J&A), etc.…; and distributing and posting contract file documents.
  • Support post contract award and administration.
