About The Position

Join a mission-driven team supporting the Department of Homeland Security (DHS) and the United States Secret Service (USSS). In this role, you will serve as an Acquisition Analyst/Specialist contributing directly to programs that safeguard national security. You’ll help shape acquisition strategies, document requirements, guide stakeholders through the acquisition lifecycle, and ensure compliance every step of the way. Requirements

  • Active, current DoD or DHS Top Secret clearance (current and fully adjudicated)
  • More than ten (10+) years of experience in federal acquisition lifecycle management
  • Experience in FAR-based acquisition approaches under time-sensitive requirements
  • Ability to effectively communicate phases of the acquisition lifecycle to stakeholders to prevent delays or bottlenecks
  • Ability to effectively manage procurements throughout the entire acquisition lifecycle
  • Proficient in MS Office (Word, Excel, PowerPoint, Access, and Outlook) and MS Project

Nice To Haves

  • Bachelor’s or Master’s degree from an accredited institution in business administration or a similar discipline
  • Previous financial management experience working with DHS or USSS
  • Proficiency in PowerBI and the ability to generate dashboards visualizing acquisition lifecycle phases
  • Current FAC‑C, FAC‑P/PM, DAWIA Contracting certification (note: DAWIA now follows the modern Back‑to‑Basics standard rather than the former Level I/II/III structure), or a similar certification demonstrating proficiency in acquisition, lifecycle, and contract management.

Responsibilities

  • Develop, review, and refine Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), and other procurement documents for USSS review and approval.
  • Prepare acquisition strategies, market research reports, Justification & Approval (J&A) documents, and Independent Government Estimates (IGEs).
  • Support solicitation package development and ensure full compliance with FAR, DHS, USSS, and internal acquisition policies.
  • Collaborate closely with program managers, engineers, contracting officers, and vendors to clarify technical requirements and acquisition milestones.
  • Track and manage acquisition timelines, deliverables, and project performance.
  • Maintain accurate records of contract modifications and award documentation provided by Procurement.
  • Draft high-quality technical documents, including design narratives, requirements documents, project charters, risk assessments, and change management documentation.
  • Update, standardize, and organize construction project documentation, templates, and reference materials.
  • Ensure document consistency, technical accuracy, proper formatting, and compliance with USSS and DHS documentation standards.
