About The Position

The Contract/Site Manager serves as Telum’s senior on-site representative with full authority over daily contract operations, instructor workforce management, and academic program coordination. This position is the primary interface with the USAF Expeditionary Center’s Flight Chief, Course Director, and Contracting Officer’s Representative (COR). The C/SM ensures all Air Advisor education and training is conducted in accordance with USAF EC-established policies, CCAF standards, and this PWS. The C/SM may serve as a guest instructor but will not be a primary instructor for any lesson.

Requirements

  • Master’s degree from an accredited school or university
  • Prior management and supervisory experience as a military field-grade officer (O-4 or above) or Senior NCO (E-7 or above)
  • Deployed as a Military Advisor, Pol-Mil Affairs Strategist (PAS), Regional Affairs Strategist (RAS), Foreign Area Officer (FAO), PRT member, attaché, or Security Assistance Officer (SCO), or equivalent military advisory experience
  • Experience leading formal military education and training programs
  • Completed Air Command and Staff College, Senior NCO Academy, or sister service equivalent (in-residence or correspondence)
  • Must be able to obtain/maintain a Secret security clearance

Nice To Haves

  • Prior experience as a contract site manager or program manager on a DoD training contract
  • Familiarity with CCAF affiliation, PPG requirements, and ISD processes
  • Experience at the USAF Expeditionary Center or similar USAF education/training organization

Responsibilities

  • Exercise full authority over all contractor employees and daily contract operations
  • Ensure all student education and training is conducted IAW USAF EC-established policies and procedures
  • Ensure and facilitate instructor training, qualification, currency, and evaluations IAW EC policy
  • Coordinate academic activities with Flight Chief, Course Director, COR, and external organizations
  • Attend recurring staff meetings; provide update briefings to Government stakeholders as required
  • Provide course completion reports to the COR within 7 calendar days of each class completion, including students trained, classes taught, instructor highlights, problem areas, and corrective actions
  • Develop and submit required documentation, plans, and reports IAW PWS and Appendix D deliverables
  • Develop and present information/decision briefings on Air Advisor programs for leadership and external agencies
  • Designate an on-station alternate when on leave or off-station; notify Flight Chief, COR, and Course Director in writing
  • Implement and maintain the Quality Control Plan (QCP) and ensure sustained compliance with all Service Summary performance thresholds
  • Manage the instructor cross-training program to ensure operational flexibility across all 8 positions
