About The Position

The Ministry of Assisted Living and Social Services (ALSS) leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family and community support services. The Employment and Financial Services (EFS) division works to foster a society in which families are secure and resilient, individuals have safe, sustainable employment, vulnerable Albertans have the supports they require, and no one is left behind. The Employment Services Branch, within EFS, plays an integral role in delivering innovative employment programs and services that support Albertans in connecting to the labour market. Procurement and Resource Management (PRM) is a unit within the Employment Services Branch that enables service delivery through the use of contracts and grants for Career and Employment Information Services and other programs. Behind every effective employment program is a structure that makes it work, supported by strong contracts and consistent, well-defined processes. Reporting to the Manager, Procurement and Resource Management within the Employment Services Branch, you’ll play a critical role in strengthening how employment services are funded, structured, and delivered across Alberta. This is not a transactional procurement role. You’ll act as a trusted advisor and problem-solver, ensuring agreements are compliant, risks are managed early, and processes evolve to meet changing program needs. Working within the Procurement and Resource Management team, your influence will extend across the full contracting lifecycle, from planning and procurement through to continuous improvement. Your work directly supports programs that help Albertans connect to employment and build stability. Requirements

  • University graduation in a related field (Social Sciences, Social Work, Human Services, Business Administration, Public Administration, Economics) plus 2 years progressively responsible related experience; or equivalent as described below.
  • Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Nice To Haves

  • Experience working with contracts, grants, or procurement processes, including developing, reviewing, or managing agreement documentation within a regulated or public sector environment.
  • Strong analytical and project coordination skills, with the ability to assess risks, interpret complex information, and support planning activities.
  • Demonstrated experience improving business processes, identifying gaps, and contributing to more consistent, efficient, and scalable ways of working.
  • Knowledge of labour market information, employment services, or program delivery environments, and the ability to apply this context to contracting and service decisions.
  • Experience working with systems and tools used to support contract or project tracking (e.g., SharePoint, Excel, Azure DevOps, or similar platforms).
  • Experience working within government or a policy-driven environment, with an understanding of legislation, compliance requirements, and standardized processes.
  • Strong communication and writing skills, with the ability to clearly convey information, develop documentation, and work effectively with stakeholders across teams and functions.

Responsibilities

  • Strengthen contract quality and compliance by ensuring agreements align with legislation, policy, and standards, while proactively identifying and addressing risks before they impact service delivery.
  • Improve how procurement processes operate by identifying gaps, recommending practical enhancements, and supporting the implementation of more consistent and efficient ways of working across the team.
  • Enable stronger decision-making by developing and maintaining tracking tools and reporting that provide clear visibility into contract performance, timelines, risks, and operational priorities.
  • Support procurement delivery and evolving systems by contributing to procurement activities and helping the team adapt to changes in tools, processes, and system enhancements such as 1GX.
  • Provide trusted advisory support by acting as a resource to colleagues and stakeholders, offering clear, practical guidance on contracts, procurement practices, and business processes.
  • Supports tracking and reporting of contract performance and financial targets, ensuring data is accurate, up to date, and useful for decision-making.
