About The Position

This application is for a Civil Service Examination (OPEN) CS2026-050 for the position of Contract & Monitor Specialist. By submitting an application, you are applying to take an examination for the opportunity to be placed on an Eligible List for a future opening. The role assists in the review and evaluation of third-party proposals for funding, preparation of third-party contracts, monitoring of program performance, and processing of monthly payment requests. The specialist will also conduct site visits, evaluate the financial condition of agencies, provide technical assistance on HUD regulations, analyze program performance data, and advise agencies on accounting procedures.

Requirements

  • Bachelor’s Degree in Social Work, Business or Public Administration, Management, Accounting, Urban Studies, or other related field required.
  • One year of full-time paid experience in the evaluation of financial reports and proposals for funding, and monitoring performance of third party non-profit agencies programs and/or projects required.
  • Excellent writing, analytical, and communication skills.
  • Valid State of Ohio Driver’s License required.
  • Must own or have access to a properly insured vehicle.

Nice To Haves

  • A working knowledge of federal and state rules, regulations as well as Community Development Block Grants or other federal programs.
  • Extensive knowledge of Microsoft Office Suites, Accounting, and Financial software products.
  • An understanding of social services and the community development industry.

Responsibilities

  • Assists in the review and evaluation of third-party proposals for funding.
  • Assists in the preparation of third-party contracts, including review and finalization of budgets, goals, scope of services, and performance measures.
  • Monitors program performance of third-party agencies.
  • Reviews and processes monthly payment requests for assigned third-party agency programs.
  • Conducts site visits of third-party agencies.
  • Evaluates the financial condition of third-party agencies.
  • Provides technical assistance on HUD regulations, reporting requirements, and contract compliance.
  • Analyzes and processes program performance data.
  • Prepares reports where required.
  • Advises third-party agencies in accounting procedures and the preparation of financial data based on HUD and City regulations and requirements.
  • Performs other duties as assigned by the Contract Administration Manager and Assistant Manager.
