This is full-performance professional work responsible for moderately complex procurement work which involves maintenance and administration of agency procurement portfolios for operating products and services. The employee at this level is proficient in implementing procurement services; arranging the sequence of work; obtaining data, materials and other information; selecting the appropriate method or approach in accordance with policies, training, accepted practices, and comparing alternate paths for optimization in product/service delivery. The work requires the ability to resolve problems and work efficiently with departments, vendors and other suppliers. An incumbent in this class applies a professional knowledge of procurement methods, principles and practices. Contacts are with department/agency personnel, officials at various levels of government, purchasing associations and organizations, and businesses/suppliers to provide advice and consultation, clarify technical data, resolve requirements having legal implications or fiscal issues and other compliance matters, and coordinate purchasing/contractual requirements with departments. Incumbents exercises considerable initiative and independent judgment in addressing and completing the assigned duties. This class of work entails some public service assistance, presentations, and training to vendors on how to do business, especially with new vendors. Work is performed under the authorization of the County Purchasing Agent and general supervision of the agency executive staff or higher-level Procurement Officer or other designated supervisor.
