About The Position

This is full-performance professional work responsible for moderately complex procurement work which involves maintenance and administration of agency procurement portfolios for operating products and services. The employee at this level is proficient in implementing procurement services; arranging the sequence of work; obtaining data, materials and other information; selecting the appropriate method or approach in accordance with policies, training, accepted practices, and comparing alternate paths for optimization in product/service delivery. The work requires the ability to resolve problems and work efficiently with departments, vendors and other suppliers. An incumbent in this class applies a professional knowledge of procurement methods, principles and practices. Contacts are with department/agency personnel, officials at various levels of government, purchasing associations and organizations, and businesses/suppliers to provide advice and consultation, clarify technical data, resolve requirements having legal implications or fiscal issues and other compliance matters, and coordinate purchasing/contractual requirements with departments. Incumbents exercises considerable initiative and independent judgment in addressing and completing the assigned duties. This class of work entails some public service assistance, presentations, and training to vendors on how to do business, especially with new vendors. Work is performed under the authorization of the County Purchasing Agent and general supervision of the agency executive staff or higher-level Procurement Officer or other designated supervisor.

Requirements

  • Bachelor's degree from an accredited college or university with major course work in Business Administration, Marketing, Economics, Retailing and Distribution or related field
  • Two (2) years of professional purchasing experience.
  • Certification as a Certified Professional Public Buyer (CPPB) or kindred equivalent certification from accredited institution/agency such as listed below: Certified Purchasing Professional (CPP) Certified Professional Purchasing Manager (CPPM) Certified Supply Chain Professional (CSCP) Certified Public Purchasing Officer (CPPO)
  • Any equivalent combination of relevant training, education and experience may also be considered.

Responsibilities

  • Review scopes of work, budgets, and vendor submissions to ensure alignment with County requirements before routing for approval.
  • Coordinate directly with program staff, vendors and subcontractors to clarify contract terms, resolve discrepancies, and address concerns raised by program staff.
  • Assist Program Administrators with drafting amendments, MOUs, and Administrative Orders to support changing program needs.
  • Monitor all outstanding contracts in review with the Office of Law, Risk Management, and Office of Procurement Services, following up with agencies to prevent delays.
  • Maintain the division’s agreement tracker, providing weekly status updates to leadership and preparing reports for executive review.
  • Ensure all contractual documents were uploaded accurately into SPEED and that requisitions were entered correctly in Ariba for timely processing.
  • Provide daily guidance to staff on required forms, contract types, deadlines, and procedural steps to ensure consistent compliance across divisions.
  • Support onboarding and training for new Health Department employees on the contractual process, including forms, workflows, and approval protocols.
  • Escalate unresolved or complex contractual issues to the Contracts and Procurement Manager and Administrative Compliance Chief for internal decision-making.
  • Serve as the primary point of contact for County attorneys regarding legal questions tied to contractual language or vendor compliance.
  • Assist procurement with tracking term contracts and coordinated with Program Administrators to ensure timely renewals.
