About The Position

The Broward County Board of County Commissioners is seeking qualified candidates for the position of Contract/Grant Administrator in the Aviation Development Division. This position requires the candidate to assist Management and the Project Management teams in facilitating construction and consultant contracts to market. The candidate will be involved in the procurement process from pre-procurement, through solicitation, award, and post-award. Primary responsibilities include, development of the procurement, compliance with procurement processes, supplier response review, deadline management, and contract administration. Additional responsibilities include development of Board Agenda items to secure high-dollar value contract amendments, Change Orders, etc. The ideal candidate should be a proactive team member with the ability to work closely with all stakeholders including the Office of the County Attorney, Executive Management, Purchasing, Small Business, and Risk Management. The candidate must have good critical thinking, evaluation and time-management skills, with the ability to meet deadlines, be organized, detail-oriented, have good writing and grammar skills, be familiar with the Procurement processes, and have experience with Microsoft Office, including Word and Excel. Assists in initiating, coordinating and/or administering assigned programs or projects involving public sector procurements and/or contract administration. Works under general supervision, independently developing work methods and sequences.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field. (One year of relevant experience may be substituted for each year of required education.)
  • Requires two (2) years of experience in procuring, managing and/or monitoring contracts, grants and/or leases or closely related experience
  • Must possess a valid Florida Driver's License with authority to drive a county vehicle for the duration of appointment.
  • Ability to obtain and maintain an Airport Security Badge
  • Good critical thinking, evaluation and time-management skills, with the ability to meet deadlines, be organized, detail-oriented, have good writing and grammar skills.
  • Familiar with the Procurement processes.
  • Experience with Microsoft Office, including Word and Excel.
  • All candidates must complete an extensive work history verification and criminal background check, including fingerprinting and all other information as required by the Federal Aviation Administration.
  • Post-offer physical examination.
  • Ability to maintain authorization to drive a County vehicle.
  • Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge.
  • All Aviation Department employees must possess the ability to interact courteously with the public, Airport/product vendors, contractors, managers and coworkers to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.
  • Good customer service skills and the ability to provide solutions in a fast-paced environment, whether working independently or as part of a team.
  • Must be analytical and detail oriented with good troubleshooting and problem-solving ability and possess strong written and verbal communication skills.

Responsibilities

  • Maintains an assignment of contracts for administration, monitoring and/or evaluation activities.
  • May conduct agency site visits to determine contractual compliance and efficacy of contracted programs in performing required activities and achieving outcomes.
  • Generates detailed contract related reports based on site visits and/or desk audits of the programs using computer software applications.
  • Maintains contract related data in hard copy and electronic formats.
  • Initiates and/or coordinates and manages all activities of a contract, grant and/or lease project which has operational responsibility of limited scope, a small-sized budget, and which may provide a supplemental county service.
  • Assumes project responsibility for administering, monitoring and evaluating contracts and procurement activities with stakeholders.
  • Prepares and assists with development of procurement or solicitation documents for public advertisement.
  • Non-technical review of drawings, specifications and supplier responses.
  • Writes and prepares executive memos, including Agenda Items for the Broward County Board of County Commissioners.
  • Assists in the development of policies, procedures, timelines and schedules.
  • Generates detailed contract related reports, prepares statistical and project reports using computer software applications.
  • Provides staff assistance to an administrative superior, division or department head in specially assigned areas of operation.
  • Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.
  • Liaises with team members, consultants, various county operational and administrative functions related to an assigned contract or project.
  • Interprets and explains policy regulations and operating procedures.
  • Performs related work as assigned.
