About The Position

A Contract Administrator II reviews, analyzes and verifies documents submitted by contractors and vendors and compiles reports required for the finalization of services, commodities or construction contracts. Work of this class involves no supervisory duties or responsibilities. Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed primarily in an office where there are few uncomfortable working conditions. Work requires minimal physical exertion.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Two years of experience in contract administration work, project management or project coordination.
  • Have an additional six months of experience in contract administration, project management or project coordination may substitute for each year of the college education requirement.
  • Valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit.
  • Knowledge of practices and procedures of services, commodities or construction contract administration including contract auditing, legal terminology and the processing of final contract documents.
  • Knowledge of common business, database, spreadsheet and project management software.
  • Ability to communicate effectively, both orally and in writing.

  • Ability, when applicable, to read and interpret construction drawings, plans and specifications.
  • Ability, when applicable, to interpret Standard Operating Procedures for construction project life cycle.

Responsibilities

  • Reviews, analyzes and verifies documents submitted by contractors and vendors.
  • Compiles reports required for the finalization of services, commodities or construction contracts.
  • Audits contractors' and vendors’ estimates, invoices, and extra work orders.
  • Interprets and explains City contract procedures.
  • When applicable, reads and interprets construction drawings, plans and specifications.
  • When applicable, interprets Standard Operating Procedures for construction project life cycle.
  • Establishes and maintains effective liaison with contractors, vendors, project managers, consultants, engineers and Federal, State, City and private utility company personnel.
  • Produces graphs and charts and prepares written documents using standard business pc computers and software.
  • Maintains records and writes reports.
