About The Position

The City of Edmonton is seeking forward-thinking professionals to join the Department Strategy Section as a Project Manager. Reporting to the Manager of Service Experience and Improvement, this role is vital in anticipating and planning for the future of the city. The Project Manager will partner closely with clients to deconstruct business challenges, design strategies and action plans, and guide them through implementation. This position translates ambiguous client challenges into effective, actionable solutions, works cross-functionally, leads high-impact initiatives, and continuously expands expertise across different projects and teams. The role requires a facilitator skilled in communication and negotiation to manage complex improvement projects, contributing to a commitment to continuous improvement and designing services through a customer-centric lens. As an essential part of the team dedicated to continuous improvement and integration across City Operations, the Project Manager will contribute to developing methodologies that assess, prioritize, and align initiatives at the department, branch, and corporate levels. Daily work involves leading project discovery and detailed scoping for successful improvement implementation. Collaboration with various teams will help identify innovation opportunities and review services to ensure they meet citizen needs. The role also ensures structures and processes are aligned with broader strategies of the Branch and Section, ultimately creating a more efficient, effective, and responsive city government.

Requirements

  • A university degree in business administration, public administration, or a related field
  • Minimum of five (5) years of experience relevant to project management, strategic and operational business planning, and consulting or related discipline
  • Proven experience working with corporate performance measures, budgets, and business case development
  • Considerable knowledge of project management and continuous improvement methodologies, such as Lean Six Sigma, Agile, or Prosci Change Management
  • Advanced knowledge of research methodologies, including data collection and results analysis
  • Strong communication (verbal and visual) and negotiation skills to engage various collaborators
  • The ability to use systems thinking to assess options and recognize broader connections across the corporation
  • Skill in building collaborative relationships and mediating disputes to ensure a win-win approach for all parties
  • Ability to work independently and within cross-functional teams to manage competing priorities

Nice To Haves

  • Project management or leadership experience within a public sector environment
  • Experience with complex data analysis and tools, and translating findings into actionable recommendations
  • Familiarity with municipal policy development and environmental scanning

Responsibilities

  • Lead project discovery, scoping, analysis, and implementation of service improvements within the department
  • Confidently working with extended leadership teams and stakeholders (Deputy City Manager, Branch Managers, Directors, Managers, Supervisors) to ensure their needs/expectations are met
  • Facilitate workshops and improvement sessions to foster collaboration and design-led solutions
  • Develop and monitor performance measures to identify trends, issues, and areas for corrective action
  • Partner with internal collaborators and community partners to coordinate and integrate strategic activities
  • Manage the full life-cycle of projects, including business case preparation, financial analysis, and reporting
  • Research best practices and emerging technologies to keep City Operations at the forefront of innovation
  • Creative problem-solving and systems thinking to assess options to achieve outcomes while recognizing the broader impacts and connections across the corporation
  • Act as a champion for the department while participating in various committees and working groups
