About The Position

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the liaison between federal, state, and local agencies, preparing and implementing a statewide Comprehensive Emergency Management Plan, conducting exercises to test emergency response capabilities, and providing technical assistance and training to local governments. FDEM is the lead agency for the State Emergency Response Team (SERT), coordinating state efforts during disaster response and recovery from the State Emergency Operations Center (SEOC). It also manages the State Watch Office, a 24-hour operation providing situational awareness, and conducts damage assessment surveys after disasters. Requirements

  • A minimum of four years’ experience in emergency management, continuity planning, business continuity, disaster preparedness, or a related field.
  • A post-secondary education in a related field may substitute for experience on a year for year basis.
  • Valid driver’s license.
  • Knowledge of state, local, and federal responsibilities during disasters and the roles of the State Emergency Operations Center.
  • Comprehensive knowledge of emergency management planning principles, with specific expertise in Continuity of Operations Planning and/or Business Continuity Planning.
  • Strong written and verbal communication skills with the ability to present complex information clearly to diverse audiences.
  • Demonstrated ability to implement emergency management procedures and operational protocols.
  • Proven project management experience with the ability to manage multiple priorities and deliver quality work products.
  • Experience conducting technical reviews and providing constructive feedback on planning documents.
  • Knowledge of technical writing and review, government documentation standards, formatting requirements, and style guides.
  • Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
  • Attention to detail for document review, editing, and quality control.
  • Proficiency in using documentation tools and software (e.g., Microsoft Office Suite, Adobe Suite, etc.).
  • Ability to facilitate and participate in conferences, workshops, and professional meetings on continuity planning and related emergency management topics.

Responsibilities

  • Oversee and coordinate continuity planning efforts with state agencies, county governments, municipal jurisdictions, and partner organizations to ensure effective Continuity of Operations (COOP) and Continuity of Government (COG) programs.
  • Review and evaluate COOP and COG plans, proposals, and related documentation to assess operational readiness and potential impacts as well as compliance with established standards and regulatory requirements.
  • Design and deliver COOP and COG training programs for local governments, state agencies, and partner organizations.
  • Develop training standards, instructional materials, and best practice guidelines.
  • Provide expert technical guidance to local, state, and private sector entities on continuity planning and developing and enhancing their continuity capabilities.
  • Lead the development, implementation, and maintenance of the FDEM’s COOP plans and procedures.
  • Establish planning standards, analyze organizational requirements, and coordinate plan updates to ensure alignment with current best practices.
  • Monitor, research, and analyze proposed legislation affecting COOP and COG programs, preparing impact assessments and recommendations as needed.
  • Support the Planning Section during an activation of the State Emergency Operations Center.
  • Perform other duties as assigned by Bureau or Executive Leadership.
