About The Position

Responsible for researching, gathering, synthesizing, and updating mission/technical raw content and material for course development and maintenance. This role involves providing subject matter expert (SME) input for testing appropriateness and ensuring technical alignment of assessment items with course objectives. The Content Developer will follow government-approved configuration control and secure handling procedures for controlled and assessment-related materials. The courses supported are active from 0800-1700 M-F, with contract core hours from 1000-1400.

Requirements

  • Must be considered an industry or Government recognized expert in subject matter relevant to the training. Agency or commercial certifications may be used to demonstrate subject matter expertise.
  • Established senior technical credibility through sustained hands-on cyber work, advanced technical ownership, and successful resolution of complex problems.
  • Senior expertise in one or more Section 2 domains plus sufficient cross-domain breadth/judgment to lead integrated work; mastery of every specialty is not required.
  • Proven ability to figure things out independently: research unfamiliar behavior, create/test a technical model, isolate root cause, validate conclusions, and personally implement or lead the solution; reason from high-level behavior through OS/network/virtualization and, when required, low-level/kernel mechanisms.
  • Lead through intent rather than detailed instruction: define approach, organize/direct work, make decisions, resolve blockers, and deliver outcomes; review/govern others' work, set standards, identify systemic issues, and decide under ambiguity.
  • Mentor/lead technical personnel, including specialists deeper in narrow areas; clearly communicate risk, tradeoffs, recommendations, and decisions to technical/non-technical stakeholders.
  • Strong training/assessment understanding to align technical activities to objectives and genuine proficiency measurement; experience with version/configuration control, controlled change, secure handling, exam integrity.
  • TS/SCI preferred

Nice To Haves

  • Prior operational CNO/CND experience, especially certified/formally qualified Exploitation Analyst (EA) or Interactive Operator (IO), or comparable hands-on operational work.
  • JCAC; RIOT / Foundations / CNOQC graduate; CYBR3800 / HAMMR graduate.
  • Relevant technical certifications, advanced cyber training, operational mission experience, and demonstrable hands-on lab work, considered in context of the section being fill.

Responsibilities

  • Gather raw content appropriate for inclusion in the relevant courses.
  • Ensure content remains current with evolving tradecraft/tools and document technical impacts to training.
  • Review storyboards to ensure content is reflected appropriately and ensure technical consistency across modules and labs; identify systemic gaps and propose corrections.
  • Function as Subject Matter Expert on mission/technical topics considered for inclusion in the courses.
  • Answer questions from Instructional Designers and Graphic Artists on course content and the specific goals the content is expected to fulfill.
  • Serve as senior technical escalation for complex content questions and discrepancies.
  • Lead technical content governance for assigned course(s)/course family: set update priorities, define technical standards, and ensure consistency across releases.
  • Review and approve (contractor-side) technical accuracy of content packages prior to Government submission; provide documented review notes and change summaries.
  • Review work products for quality, completeness, and adherence to technical standards.
  • Coordinate with CW/LMS/ID teams to ensure technically accurate updates are packaged, versioned, and ready for Government approval and operational deployment.
  • Author and update complete lesson/module content and lab/scenario technical requirements for assigned topics; ensure content supports required tasks/skills.
  • Perform CD2 work while leading developers/content/workstreams; accept broad objectives/customer needs/problems and independently determine how work should be investigated, approached, organized, and executed.
  • Personally investigate/troubleshoot difficult or unfamiliar issues using research, experimentation, packet/system analysis, debugging, environment reconstruction, and low-level reasoning as needed.
  • Decompose complex efforts; direct/coordinate contributors; set priorities; manage dependencies/risk; make/defend decisions under incomplete, ambiguous, or competing requirements; bring in specialist or higher-level involvement when appropriate.
  • Lead technical-content governance: standards, practices, review expectations, roadmap input, quality controls, consistency; validate others' work and identify bad assumptions, systemic gaps, risk, and inconsistencies.
  • Serve as senior escalation for OS, networking, virtualization, software, exploitation, malware, packet, assessment-environment, or kernel-level problems; architect/guide complex environments spanning multiple technologies and behaviors.
  • Lead/coordinate advanced exercises/assessments, including purpose-built artifacts, realistic behaviors, proficiency measures, and technical validation; use operational feedback, assessment/student data, and technical findings to direct improvements.
  • Mentor CD1/CD2 staff and emerging leaders; lead sections/workstreams/technical efforts/reviews/temporary groups when assigned without CD3 status itself implying formal personnel management.
  • Represent technical positions to Government/customer stakeholders and coordinate with testing, ISD, facilitators, engineering, QA/QC, and program leadership.
