About The Position

ISD is seeking a Latvian-speaking research consultant for a new project focused on analyzing and reporting on how online platforms respond to risks of electoral disinformation in the context of the 2026 Latvian parliamentary elections. The consultant will conduct analysis in Latvian, using qualitative and quantitative digital research methods. This role involves contributing to risk assessments and research briefings, developing Latvian seed and keyword lists, monitoring and classifying content across social media platforms, and collaborating with the project team. The consultant will be expected to integrate fully with the team and maintain regular working hours (9 am – 5 pm CET).

Requirements

Working proficiency in Latvian.
Demonstrable professional experience in social media research.
Expertise in online risks to civic discourse and electoral disinformation.

Experience with qualitative and quantitative digital research methods.
Familiarity with social media platforms and online influence operations.

Responsibilities

Conduct original research on the online spread of electoral disinformation and influence operations in the context of the 2026 Latvian parliamentary elections, using both qualitative and quantitative digital research methods.
Contribute to the development of risk assessments and research briefings on threats to civic discourse and electoral disinformation in the context of these elections.
Lead the creation of seed and keyword lists in Latvian (in collaboration with ISD’s Digital Analysis Unit).
Oversee the regular monitoring, classification, and flagging of relevant content across social media platforms, leveraging proprietary tools and supplementing this with manual analysis when necessary.
Collaborate with other analysts to ensure a comprehensive and cohesive approach.
Attend regular team meetings, inception sessions, and ad hoc trainings.
