Working within the Monitoring, Evaluation, & Quality Improvement team, the Consultant, Health Equity Data & Evaluation plays a key role in designing, managing, and delivering data-driven projects that help public health agencies measure, understand, and advance health equity. The ideal candidate has demonstrated experience in monitoring and evaluation (M&E), program evaluation, survey design and analysis, and performance measurement, with particular strength in health equity measurement, and is eager to help public health agencies build the systems they need to track and advance equity in their work. This position reports to the Managing Consultant, MEQI. Working closely with BME's leadership and partners, Consultants contribute specialized expertise in areas such as health equity data collection and analysis, performance measurement framework design, data visualization, survey design and administration, and quality improvement support, helping agencies translate equity priorities into measurable action. This role is an excellent fit for someone who is organized, analytical, detail-oriented, and energized by helping public health agencies advance health equity through data-informed decision-making. The ideal candidate enjoys translating complex data into clear, actionable insights, communicating findings to a range of audiences, and building strong, collaborative partnerships with agency staff and leadership.

Requirements

  • Minimum of 4-6 years of relevant experience in applied public health required, including 2 or more years in a consulting firm environment.
  • Master’s degree in Public Health, Epidemiology, Health Policy, or a related field.
  • Minimum 1-4 years of client-facing experience.
  • Demonstrated experience in program evaluation, survey research, epidemiology, or a related analytic role, with a focus on health equity measurement.
  • Direct work experience within state, local, or federal health departments, or experience supporting these agencies as clients strongly preferred.
  • Experience with racial equity or health equity-focused data work strongly preferred.
  • Strong quantitative and qualitative analytic skills, including survey design and analysis.
  • Proficient with data analysis and visualization tools (e.g., Excel, R, Tableau, REDCap, or similar).
  • Exceptional organizational and time management skills; able to manage multiple concurrent deliverables.
  • Excellent written and verbal communication skills, including the ability to translate complex data into clear, actionable insights for varied audiences.
  • Skilled at guiding quality improvement sessions, evaluation discussions, and cross-team alignment meetings.
  • Comfortable working independently and collaboratively in a remote, embedded-client environment.
  • Familiarity with public health systems and practices at the state and local level.
  • Understanding of evaluation frameworks, performance measurement, PDSA/QI (Plan-Do-Study-Act/Quality Improvement) methods, and health equity data practices.
  • Familiarity with health equity standards, such as CLAS (Culturally and Linguistically Appropriate Services), and/or strategic plans to advance racial equity is a plus.

Responsibilities

  • Leads or co-leads larger projects, technical and advisory, and contributes to project design.
  • Independently driving work with minimal day-to-day/project oversight.
  • May supervise Associates and Senior Associates.
  • Manages projects to exemplary client satisfaction.
  • Contributes to and/or leads proposals.
  • Support the design, administration, and analysis of internal assessments and surveys that help agencies measure progress on health equity, cultural and linguistic responsiveness, and related program standards.
  • Conduct quantitative and qualitative analysis of assessment and survey results, producing clear findings at the program, department, and system level.
  • Design and refine evaluation approaches and frameworks that help agencies track health equity outcomes over time.
  • Support data-to-action work, helping partners translate findings into concrete quality improvement steps.
  • Communicate findings through presentations, summary tables, and data visualizations for leadership and program staff audiences.
  • Support the design and administration of workforce and program surveys tied to strategic equity initiatives.
  • Support ongoing collection, validation, management, and analysis of implementation data, including strategy highlights, process measures, and performance indicators.
  • Develop and maintain reporting systems and dashboards that help leadership and program teams monitor progress toward health equity goals.
  • Prepare regular analytic reports and executive summaries for agency leadership and governance bodies.
  • Support development and refinement of performance measurement frameworks and implementation metrics.
  • Conduct quantitative and qualitative analysis of social determinants of health and related community needs assessments.
  • Help align data collection, reporting, and evaluation activities across initiatives to strengthen consistency and reduce duplication.
  • Support integration of equity standards and performance measures into agency and vendor activities, as appropriate.
  • Develop tools, templates, and guidance documents that strengthen client capacity for performance measurement, data reporting, and evaluation.
  • Provide planning, facilitation, meeting documentation, and technical assistance related to data, evaluation, and performance measurement activities as needed.
  • Prepare high-quality written deliverables, including data summaries, evaluation reports, dashboards, presentations, and policy or procedural documents.
  • Collaborate with BME colleagues to build tools, templates, and guidance that enhance client capacity.
  • Other duties as assigned in support of BME's mission and client commitments.
