This is supervisory work or highly skilled work in the general maintenance, repair and/or construction of buildings, related equipment, and plumbing, heating/cooling, and/or electrical systems. Work is performed in accordance with maintenance schedules across assigned facilities. Special repair assignments are received by work orders from authorized personnel. Work requires the exercise of initiative and judgment in the application of various technical trade skills to a variety of maintenance, repair and/or construction problems and in determining the extent of repair or replacement work to be done. Work usually involves supervision of employees engaged in journeyman level work involving electrical, plumbing, masonry, heating and air, carpentry, cabinet making, roofing, painting, or other trades. However, employees may perform a wide variety of highly technical tasks independently at and above the journeyman level. The Division of Engineering, Construction, and Maintenance (DECM) serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades. We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office. Through valuable rehabilitation and training for offenders, we aim to improve recidivism rates. DECM-Construction undertakes construction, renovation, and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the department's infrastructure assets. DECM-Maintenance, which encompasses the Mountain Regional Yard, Piedmont Regional Yard, Coastal Regional Yard, and three Satellite Yards, provides essential plumbing, HVAC/R, and electrical preventative, prescriptive, and routine maintenance services to all Institutions and Facilities. Additionally, our maintenance efforts include specific areas such as telecommunications, electronic intrusion systems (EIS), fencing, cameras, fire alarms, and energy management systems, all focused on maintaining the Department’s infrastructure assets. The NCDAC / Support Services / Division of Engineering, Construction, and Maintenance (DECM) is recruiting for an energized and collaborative CAP Construction Trades Supervisor (Maintenance/Construction Technician IV) to be a part of the DECM-Construction Operations Team in Raleigh, NC. This position reports to the General Construction Manager and is responsible for supporting the general construction team. A successful candidate for this CAP Construction Trades Supervisor (Maintenance/Construction Technician IV) position, shall possess one or more journeyman level construction trade skills within concrete, masonry, carpentry, site work, painting, finishes, and/or equipment operation; strong experience in construction methodologies; strong decision-making capabilities; excellent team collaboration skills; and high-level communication skills. This position is responsible for ensuring all construction, renovation, and major maintenance trade installations performed by CAP, are constructed within the work scope, budget, and schedule, and in accordance with the project drawings, specifications, and NC Building Codes, while working under the supervision of a CAP Construction Superintendent or CAP Assistant Construction Superintendent.
