About The Position

The Construction Surveillance Engineering Technician (CSET) provides management support for construction services, including construction inspection, quality assurance, monitoring ESS compliance, and contract administration. This role requires coordination with various base personnel, contractors, and clients to ensure seamless construction activities and adherence to contract documents, safety, and environmental requirements. The CSET is responsible for preparing reports, monitoring materials testing, reviewing contractor documentation, and assisting with inspections.

Requirements

  • A minimum of 5 years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects, OR a minimum of 10 years of experience working as a Foreman in carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million (Residential experience does not qualify).
  • A minimum of 5 years of experience working as a Journeyman in carpentry, electrical, roofing, HVAC, plumbing, or concrete (Residential experience does not qualify).
  • Specialized training for Construction Quality Verification or completed an equivalent course.
  • Competent computer skills for network data entry.
  • Proficiency in using Microsoft Word, Excel, and Outlook; as well as Adobe Acrobat Professional.
  • Average agility and dexterity, including moderate walking over rough surfaces, bending, crouching, stooping, stretching, climbing ladders, walking stairs, recurring lifting of moderately heavy objects less than 50 lbs., and regular visits to construction sites.
  • Ability to communicate in English effectively orally and in writing.
  • Experience in maintaining official construction site records.
  • Experience in conducting meetings to resolve problems on construction projects and briefing clients and management personnel.
  • In-depth knowledge of construction practices and workmanship, including proper uses of construction materials and installation methods.
  • In-depth experience interpreting construction drawings and specifications.
  • Experience in making materials take-offs for construction work.
  • Ability and experience in the inspection of materials, workmanship, and construction/installation of various systems.
  • Knowledge of safety practices in the construction industry, including familiarity with USACE (EM-385-1-1) and OSHA safety requirements.
  • Completed the 30 Hour OSHA Construction Training within the past 2 years.
  • Must hold a certificate in USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding.
  • Possess a current, valid driver’s license issued by a US state or territory.
  • Provide satisfactory proof of U.S. citizenship.
  • Ability to successfully clear background checks and security assessments.
  • Candidacy is subject to client approval, and successful clearing of background and security checks.

Responsibilities

  • Coordinate requests from the construction contractor, including outage requests, excavation permits, burn permits, and haul routes, liaising with base personnel (Security, Public Works, Fire Department). Track request status and report delays.
  • Coordinate field activities with the construction contractor, Navy client customers, activity managers, utility servers, Federal Fire departments, and Security Police for seamless construction coordination.
  • Attend and take notes at Preconstruction Conferences, Safety Meetings, and Contractor Quality Control (CQC) Meetings, providing information to the ROICC or representative.
  • Collaborate with ROICC and SSC personnel to draft Quality Assurance plans applicable to contract documents.
  • Prepare Construction Representative’s Reports (CRRs) for each site visit, including comments on contractor efforts, quality, and communications.
  • Monitor construction work for CQC compliance with contract documents and Contractor-submitted plans. Perform checks to assure the adequacy of the Contractor’s quality control system.
  • Report instances of non-compliance with safety requirements and monitor compliance with environmental protection requirements.
  • Monitor measurements and assurance surveying performed by the construction contractor, noting problems and discrepancies on the CRR.
  • Monitor all materials testing conducted by construction contractors and their laboratories. Review testing procedures and reports, and witness tests requiring Government witnessing.
  • Witness testing of waste, gas, water, electrical, HVAC, fire protection, elevator, boiler, and energy monitoring control systems, noting results and providing recommendations on the CRR.
  • Review Daily Contractor Quality Control (CQC) and Contractor Production Reports (CPRs) for completeness, accuracy, and compliance with CQC plans and contract documents.
  • Monitor the updating of Submittal Status Logs by reviewing them at the job-site office and noting discrepancies or problems on the CRR.
  • Collect and perform technical reviews of various submittals, including CPRs, CQC reports, meeting minutes, test data, requests for information, schedules, payroll records, activity hazard analyses, shop drawings, certifications, and technical submittals.
  • Schedule and coordinate pre-final and final inspections with QC Manager, CME/CSE, and supported command client for validation and acceptance.
  • Participate in pre-final activity inspections and prepare detailed punch lists of non-compliant items or incomplete work.
  • Take and provide complete progress, record, and special construction photographs.
  • Monitor construction contractor field maintenance of as-built drawings, review their preparation, and monitor posting of changes. Ensure accuracy and notify ROICC of inaccuracies or lack of updates. Field check as-built conditions at the completion of each construction activity.
