About The Position

Position Overview SFMS is seeking a Construction Superintendent to lead field operations for our recently awarded Multi-Award Contract (MAC) at the Naval Surface Warfare Center (NSWC), Dam Neck, VA. This role is responsible for the entire project lifecycle—from pre-construction and planning to execution and closeout—ensuring all work aligns with Navy standards, "Green" building practices, and federal regulations (FAR/DFARS).

Requirements

  • Bachelor’s degree in construction management, Civil Engineering, or a related field (Preferred).
  • OSHA 30-Hour Construction Certification.
  • 5–7 years of construction supervision/project management experience.
  • Demonstrated experience managing federal government contracts (FAR/DFARS) and working on military installations (Navy experience highly preferred).
  • Proficient in project management software such as Procore, MS Project, or Primavera P6, and familiarity with the Navy’s RMS 3.0 system.
  • Must be a U.S. Citizen.
  • Ability to climb ladders, enter mechanical rooms, and navigate active maintenance sites.
  • Ability to drive long distances between facilities within the DC, MD, VA area
  • Exposure to construction noise, machinery, and outdoor weather conditions.
  • Frequent travel within 50 miles of Virginia Beach to support site operations at Dam Neck and other federal facilities.
  • Strict adherence to military security and COVID-19 safety protocols as required by the site.

Responsibilities

  • Lead the planning, execution, and monitoring of construction projects from pre-construction through final closeout.
  • Develop comprehensive project plans, define scope, and manage 3-week look-ahead schedules to ensure on-time delivery.
  • Coordinate project tasks including design reviews, permitting, procurement, and efficient resource allocation.
  • Ensure all activities comply with local, state, and federal regulations, specifically NAVFAC/NAVSEA military construction standards.
  • Implement and maintain strict safety protocols in compliance with OSHA 30 and EM 385-1-1 standards.
  • Maintain strict quality control processes to ensure project standards are met "Right First Time," identifying and mitigating risks to budget or timeline.
  • Serve as the main point of contact for Navy officials, Public Works Officers (PWO), architects, and subcontractors.
  • Lead project teams and subcontractors, promoting a culture of accountability, collaboration, and problem-solving.
  • Conduct and/or assign Project Manager to all regular site meetings to track progress, address issues, and provide performance feedback to the team.
  • Work with Project Manager to track project expenses, identify cost-saving opportunities, and ensure project profitability.
  • Work with Project Manager to prepare and present regular budget, progress, and financial performance reports to senior management and government clients.
