About The Position

Westwood Professional Services, Inc. is seeking a Construction Storm Water Field Specialist to join their construction stormwater team. This candidate will be responsible for construction support activities including field training, construction stormwater permitting, compliance, inspections, reporting, and technical support for developers and/or contractors with the implementation of site Storm Water Pollution Prevention Plans, Decommissioning Plans, and Spill Pollution Prevention Plans. The position will involve both office and field duties supporting renewable energy development markets. Frequent travel (2 or 3 nights at a time) within the United States is expected, with potential for long-term travel lasting a few weeks. The role focuses on risk reduction, constructability, and field-based judgment, covering NPDES construction stormwater permitting, SWPPP implementation, BMP performance, soil management, reclamation, and final stabilization. The Specialist will connect design intent, permit requirements, active construction, and post-construction land use, including agricultural reuse and site reclamation. Requirements

  • Bachelor's Degree in fields related to environmental management or water resources.
  • Field experience with SWPPP writing, erosion control planning, water resource engineering, or related experience.
  • Minimum one (1) year of experience in environmental permitting, construction NPDES permitting, SWPPP implementation, erosion control planning, SPCC familiarity or related experience.
  • Ability to communicate with government agencies and authorities.
  • Ability to communicate with developers and contractors and provide technical guidance for NPDES and SWPPP compliance.
  • Documentable training and certifications in EPA Construction Stormwater and other state related certifications as necessary or ability to obtain EPA and state certifications within 6 months of employment.
  • Familiarity with civil construction.

Responsibilities

  • Provide consulting and advisory services to EPC contractors and developers related to construction stormwater permitting, erosion and sediment control, and regulatory compliance.
  • Advise clients on NPDES construction stormwater permit requirements, SWPPP interpretation, inspection programs, and documentation strategies.
  • Serve as a technical escalation point for stormwater, ESC, and compliance challenges on active construction sites.
  • Conduct targeted field assessments to evaluate BMP performance, constructability, soil conditions, and compliance with permit requirements.
  • Review and interpret civil, grading, and ESC plans to identify constructability challenges, sequencing issues, and compliance risks.
  • Proactively work with contractors and project teams to develop practical, field-appropriate corrective actions that reduce environmental and regulatory exposure.
  • Support pre-construction site verification, including review of site conditions, civil layout, and logistical constraints.
  • Participate in post-construction final stabilization and reclamation site visits, assisting with documentation of stabilization, permit termination, and close-out requirements.
  • Provide guidance on soil handling, topsoil preservation, soil health, stabilization, and reclamation practices, particularly where sites transition to farming, restoration, or long-term land management.
  • Support SPCC planning and implementation, including spill prevention guidance and oil storage field verification, as needed.
  • Prepare clear, concise technical memoranda, inspection summaries, and compliance documentation for client use.
  • Coordinate with project managers, engineers, and regulatory agencies to support permitting, compliance resolution, and project close-out.
  • Assist with mentoring or technically guiding junior staff or inspectors, as applicable.
  • Other duties as assigned by the Construction Stormwater Managers or Leader.
