About The Position

The Construction Safety Specialist will support the space program located in Merritt Island, Florida. The Safety Specialists will provide on-site construction safety surveillance, assessment, technical review, and risk-management support for multiple active and planned construction projects across KSC. The position serves as an integral member of the construction project team while providing independent safety insight and oversight to ensure that construction activities are planned and performed in accordance with applicable NASA, Occupational Safety and Health Administration (OSHA), federal, and project-specific safety requirements. The successful candidate will work closely with the NASA KSC Construction Safety Manager, Project Managers, Contracting Officer Representatives (CORs), construction contractors, facility representatives, and other Safety and Mission Assurance personnel to identify hazards, evaluate safety controls, document deficiencies, verify corrective actions, and provide timely technical recommendations supporting safe project execution.

Requirements

  • This position requires US Citizenship due to the sensitivity of customer related information.
  • Must have a High School or equivalent.
  • Must have a minimum of 5+ years of recent and related work experience.
  • Demonstrated professional experience performing safety engineering, construction safety, industrial safety, occupational safety, or closely related technical safety functions.
  • Demonstrated experience identifying hazards, assessing risk, evaluating controls, and verifying corrective actions.
  • Working knowledge of OSHA construction safety requirements and applicable federal occupational safety regulations.
  • Experience conducting field-based safety inspections, assessments, or surveillance in active construction or industrial environments.
  • Ability to review and evaluate technical safety plans, hazard analyses, work procedures, and other safety documentation.
  • Ability to independently recognize potentially hazardous conditions and communicate technically defensible concerns to project and management personnel.
  • Ability to document findings clearly and maintain accurate technical and compliance records.
  • Ability to effectively coordinate with Government personnel, engineers, project managers, CORs, contractors, and other technical stakeholders.
  • Ability to work independently with minimal supervision and exercise sound professional judgment.
  • Ability to manage multiple simultaneous assignments and changing priorities in a dynamic operational environment.
  • Must have experience with Microsoft Office Suite, Word, Excel, PowerPoint, and TEAMS.

Nice To Haves

  • Previous experience supporting NASA or another federal Government agency.
  • Experience providing Safety and Mission Assurance support within an aerospace, launch-site, test, industrial, or complex Government facility environment.
  • Experience supporting large, complex, or high-hazard construction projects.
  • Knowledge of NASA safety policies, standards, procedural requirements, or equivalent Government safety requirements.
  • Experience reviewing PSHPs, SSSPs, JHAs, lift plans, energized electrical work documentation, fall-protection plans, confined-space documentation, or similar safety submittals.
  • Experience with safety surveillance and corrective-action management systems such as SMART or equivalent systems.
  • Experience with the NASA Mishap Information System (NMIS) or comparable mishap-management systems.
  • Experience supporting mishap, incident, or close-call investigations.
  • Demonstrated experience evaluating contractor safety performance and maintaining contractor accountability for corrective-action completion.
  • Experience performing safety trend analysis and identifying recurring or systemic safety issues.

Responsibilities

  • Provide real-time construction safety surveillance and oversight across multiple active and planned construction projects at Kennedy Space Center.
  • Conduct routine and daily field surveillances to verify contractor compliance with NASA, OSHA, and applicable federal construction safety requirements.
  • Embed with construction project teams and work closely with NASA Project Managers, Contracting Officer Representatives, the Construction Safety Manager, and contractor personnel.
  • Identify unsafe conditions, practices, and safety deficiencies and ensure appropriate corrective actions and hazard mitigation measures are developed and implemented.
  • Document field surveillance activities, findings, corrective actions, and closure information within the applicable NASA safety management systems.
  • Monitor contractor safety performance and promote accountability for timely correction of identified deficiencies.
  • Support project risk mitigation activities intended to prevent personnel injury, property damage, schedule impacts, regulatory violations, and mission disruption.
  • Establish and maintain productive professional relationships with NASA organizations, project stakeholders, construction contractors, and other safety organizations.
  • Evaluate the effectiveness of engineering controls, administrative controls, personal protective equipment, and other hazard mitigation measures.
  • Provide technical recommendations for correction or mitigation of identified safety deficiencies.
  • Verify implementation and effectiveness of corrective actions prior to closure when required.
  • Support efforts to reduce the likelihood of personnel injury, property damage, mission impacts, construction delays, and regulatory violations.
