About The Position

WSP is currently initiating a search for Full-Time Construction Safety Specialists overseeing construction projects managed from WSP's New York - One Penn Plaza office. The following are potential work site locations: New York City Region - including Manhattan, Brooklyn, Queens, Staten Island, and the Bronx; and eastern New Jersey. The Candidate will perform technical and administrative duties essential to ensure that Contractors/Design Builders conduct activities in compliance with all Federal, State and Local fire and safety regulations and standards to eliminate hazardous practices and conditions and also confirming fire safety programs and standards are properly adhered to at the client’s and Leaseholder construction sites. The candidate will be part of a dynamic, national professional project management/construction management organization, that continues to foster careers and be involved in all projects that meet our client’s objectives and solve their challenges.

Requirements

  • Minimum of 7 years’ experience performing construction safety oversight services including conducting investigations and accident prevention at construction sites or related fields.
  • High School Diploma or equivalent
  • Possess a valid NYC DOB Site Safety Supervisor Card (SST).
  • Possess OSHA 30-hour construction safety certificate.
  • Experience with on-site safety/quality assurance including project inspections, reporting results, preparation of safety scope of work observations for corrective action, and management of project to confirm full safety requirement compliance.
  • Experience in developing construction safety plans and enforcement of construction safety protocols and requirements.
  • Experience in reviewing and commenting on the Contractor's/Design-Builder’s Safe Work Plans.
  • Experience in coordinating, conducting, and attending regularly scheduled and ad-hoc safety meetings.
  • Experience in conducting field safety walkthroughs with Contractor's/Design-Builder’s.
  • Strong communications and interpersonal skills including writing skills to support reporting as well as oral communications.
  • Strong organizational, time management skills
  • Demonstrated strong computer skills with proficiency in Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook.
  • Demonstrated knowledge using computer safety software utilized for managing and tracking project hazards, incidents, and program documentation.
  • Demonstrated experience on large scale governmental agency capital construction projects including heavy civil infrastructure construction.
  • Demonstrated knowledge of Construction Safety and regulations including OSHA 1926 Standards, NYC DOB Code, FDNY, Local laws including DOT, DEP and any other applicable regulatory agency.
  • Familiarity with National Fire Codes, NFPA standards, NYC and NJ Fire Codes, Rules of the City of NY and FDNY operations and procedures.
  • Demonstrated ability to effectively evaluate contractor construction safety and fire safety programs and to make technical recommendations based upon findings.
  • Demonstrated knowledge of hazard recognition and assessment, incident and accident Investigation and reporting and conduct root cause analysis and Job Hazard Analysis.
  • Demonstrated ability to communicate effectively and professionally with OSHA and FDNY inspectors, construction inspectors, contractors, management, safety professionals, workers and stakeholders.
  • Possess a valid driver's license
  • Must successfully complete and pass WSP’s Motor Vehicle screening.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

Nice To Haves

  • Bachelor’s degree in Safety Management or Construction Management, or College Degree in a safety related field from an accredited institution.
  • Safety or other related industry certifications such as Certified Industrial Hygienist (“CIH”), Construction Health and Safety Technician (“CHST”), or SST (Site Safety Training) training Card.
  • Possess current safety certifications such as a Certified Safety Professional (CSP), OSHA 30-hour Construction
  • Experience with OCIP (Owner Controlled Insurance Program) and CCIP (Contractor Controlled Insurance Program) projects.
  • Worked on major local governmental agency projects such as the Port Authority of NYNJ and Metropolitan Transportation Authority (MTA).

Responsibilities

  • Review construction contracts and related design/construction drawings, and project-related documentation to ensure Contractor/Design-Builder adherence.
  • Review Contractor/Design-Builder’s Health and Safety Plan submittals and determine trends and areas of concern relating to Contractor/Design-Builders implementation of its safety plan.
  • Provide oversight of construction Contractor/Design-Builder's safety program to include reporting, audits, inspections and training.
  • Perform regular inspections and audits of the project safety program for compliance and prepare daily reports to include photos and detailed account of safety observations, findings, safety deficiencies, and corrective measures.
  • Confirm Contractor/Design-Builders are in compliance with Occupational Safety and Health Administration (OSHA), NYC Fire Department (FDNY), NYC Department of Building (NYCDOB), Local laws and all applicable regulations. Implement a project specific safety program for the client in compliance with the above.
  • Check the qualifications of the Contractor/Design-Builder's safety and security personnel.
  • Audit work operations and construction processes to confirm they conform to Health & Safety Programs, Job Hazard Analysis, contract drawings, approved plans and all accepted safety procedures.
  • Monitor work conditions, operations, practices, construction equipment and processes to evaluate effectiveness, adherence with accepted programs, required regulations, and alignment with all applicable safety policies.
  • Conduct accident, incident, and near miss investigations, root cause analysis and develop recommendations to prevent recurrences.
  • Provide Preliminary Information Reports on accident and incident investigation information.
  • Interact & collaborate with construction Resident Engineers, client Safety Representatives, Integrity Monitors, Stakeholders, insurance brokers, and affiliated representatives and review safety risks inherent in upcoming field operations in each project area.
  • Maintain a safety reporting program, provide safety updates and reports to the client and/or construction managers, and monitor safety performance of all team members.
  • Assist in the development and implementation of a Site-Specific Accident Prevention Program (”APP”).
  • Ability to work as a team member without close supervision.
  • Attend safety and construction meetings with client and Contractor/Design-Builder and others as assigned.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
