About The Position

BlackRock Construction is seeking a Construction Quality & Technical Manager to lead the continuous improvement of our field operations by developing practical quality standards, technical training, and construction best practices. This position serves as the technical resource between our field personnel, project management teams, suppliers, engineers, testing agencies, and clients. The successful candidate will help our teams understand not only how work should be performed, but why specific methods, procedures, and quality standards exist. Rather than simply inspecting completed work, this individual will proactively improve field performance through education, coaching, problem solving, and continuous process improvement. Our goal is to move beyond the mindset of “this is how we’ve always done it” and build a culture where decisions are based on knowledge, technical understanding, and proven best practices.

Requirements

  • Extensive experience in cast-in-place concrete construction.
  • Strong understanding of concrete materials and placement methods.
  • Experience working with ready-mix suppliers and testing agencies.
  • Ability to communicate technical concepts in practical, understandable language.
  • Strong troubleshooting and problem-solving skills.
  • Experience developing training materials and leading educational sessions.
  • Excellent communication and interpersonal skills.
  • Ability to influence without relying solely on authority.
  • Passion for continuous improvement and mentoring others.

Nice To Haves

  • Professional certifications such as ACI, ICC, OSHA, or quality management credentials are preferred but not required.

Responsibilities

  • Develop and maintain BlackRock quality standards and best practices.
  • Create project-specific Quality Control Plans.
  • Develop standard operating procedures (SOPs) for field operations.
  • Build quality checklists for each phase of construction.
  • Develop lessons learned documentation from completed projects.
  • Maintain a library of technical references and best practices.
  • Serve as the company’s technical resource when field challenges arise, including: Concrete placement issues, Pumping challenges, Lightweight concrete placements, Finishability concerns, Weather-related placement decisions, Material compatibility questions, Constructability issues, Product substitutions, Means and methods evaluations.
  • Assist project teams in identifying practical solutions while minimizing schedule impacts and maintaining quality expectations.
  • Develop and deliver internal training programs covering topics such as: Concrete technology, Aggregate characteristics, Admixtures and their functions, Proper concrete ordering procedures, Pumping considerations, Finishing techniques, Curing practices, Troubleshooting common field issues, Reading concrete and understanding placement timing, Quality documentation, Industry terminology, Understanding the science behind construction materials.
  • Partner with suppliers, manufacturers, engineers, and industry organizations to provide additional educational opportunities for BlackRock employees.
  • Evaluate completed projects to identify: What worked well, What could be improved, Recurring field challenges, Opportunities for standardization, Opportunities for innovation.
  • Develop recommendations that improve future project execution.
  • Develop strong working relationships with: Ready-mix suppliers, Pump companies, Material manufacturers. Testing laboratories, Structural engineers, Geotechnical engineers, Industry associations, Product representatives.
  • Leverage these partnerships to improve BlackRock’s technical capabilities and field knowledge.
  • When quality concerns arise: Assist project teams in determining root causes. Separate technical facts from assumptions. Coordinate with suppliers and testing agencies. Recommend corrective actions. Document findings and lessons learned. Develop procedures to reduce the likelihood of future occurrences.
