About The Position

The Construction Quality Control Manager will be responsible for overseeing the quality of work during the design-build of a new program support office building at the Paducah Gaseous Diffusion Plant (PGDP). This role is crucial for ensuring the project meets all quality standards and contractual requirements. The new facility will house occupants of the current C-100 Administrative Complex, including DOE Site Contractor management, the Department of Energy, and its technical support Contractor. The building aims to foster a collaborative environment, support future reindustrialization efforts, and will include public access areas and a museum space. The project involves multiple construction packages to expedite the schedule and is located on the perimeter of the secure facility, designed for easier public access. The role requires full-time on-site presence as part of a Construction Management Agent (CMa) team, interacting directly with the CMa Project Manager and the Owner’s Agent project managers.

Requirements

  • A minimum of 8 years of experience as a construction manager or QC manager managing construction projects of a similar size, scope, and complexity to this project.
  • Degree in construction management, engineering, or equivalent.
  • Knowledge of construction management techniques.
  • Ability to read, understand, and enforce construction plans, specifications, and any other contract documents.
  • Must be on-site full time.

Nice To Haves

  • Experience supporting Federal agencies specifically FAA but also including (GSA, DoD, VA, DHS, USACE, or similar agencies).
  • Certifications such as: U.S. Army Corp of Engineers (USACE) Certified Quality Manager (CQM), ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE), OSHA Safety Training.
  • HSPD-12 security clearance.
  • Able to work independently and collaboratively as part of an on-site team.
  • Someone who is a self-starter and does not require daily direction on tasks and to-dos.
  • Possess good verbal and written language skills.
  • Have strong management skills to coordinate multiple initiatives simultaneously.
  • Be able to efficiently use standard computer programs for creating reports, logs, etc. in both office and mobile computing environments.
  • Be able to effectively use project controls and document controls systems in both office and mobile computing environments.
  • Knowledge with, and experience in performing, the tasks in each of the three phases of control for each definable feature of work (Preparatory Phase, Initial Phase, Follow-up Phase) associated with this project.

Responsibilities

  • Schedule and cost review, maintenance and updating (preconstruction phase)
  • Preparation of a construction management plan (preconstruction phase)
  • Constructability review, long lead time items review (preconstruction phase)
  • Labor availability review (preconstruction phase)
  • Assistance and management of the permitting process (preconstruction phase)
  • Representation of the CMa team on site daily during construction working hours (construction phase)
  • Coordination and interfacing with the DOE and Owner’s agent for coordination of this project’s activities with the work of the operation of the PGDP and other contractors on-site (construction phase)
  • Coordination of tests and inspections (construction phase)
  • RFI review and input (construction phase)
  • Monitoring of work being installed for progress reporting and billing (construction phase)
  • Review and input into the safety plan of the contractor and CMa (construction phase)
  • Monitor, inspect, and provide oversight on the quality of the work and provide reporting (construction phase)
  • Produce a daily report with photographs (construction phase)
  • Scheduling and coordination of systems and utilities connections and tie-ins (construction phase)
  • Observe and document final testing and start-up of utilities (construction phase)
  • Support and perform substantial completion activities (construction phase)
  • Assist with final inspections, punch lists, turnover, and closeout (construction phase)
  • Coordinate any owner training (construction phase)
  • Coordinate with FFE and support, delivery, and installation (construction phase)
