About The Position

Responsible for the coordination of single or multiple large-scale capital improvement projects, including overseeing the time, cost, and quality of construction projects. Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices in broad areas of assignments for construction of streets, water, wastewater, solid waste, and drainage projects. Ensures that contract requirements are implemented by contractor and subcontractors including but not limited to project plans, specifications, shop drawings, contracts, reference standards, etc. Ensures compliance with local, state and federal laws; Maintains records of construction activities and serves as a liaison between the owner, engineering consultant and construction contractor and sub-contracting companies. Interprets and analyzes project plans and specifications, reference standards, shop drawing submittals, etc. for the contractor as needed. Assures quality control with all aspects of the contractor and subcontractor’s work activities, participate in the analyzes to manage and mitigate risks. Reviews the work progress on daily basis and prepares internal and external reports pertaining to job status. Administers routine construction documents including field orders, change orders, request for information (RFI), notations for record drawings, daily/monthly activities reports, etc. Assignments may include calculations, review of equipment components and specifications, review of pay estimates, and report preparations. Project manager for dealing with consultants, contractors, and other outside agencies. Exercises originality and judgment in the independent evaluation, selection, and substantial adaptation or modification of standard techniques, procedures, and criteria. Confers with supervisors or other managers to monitor construction progress, including worker productivity, and compliance with engineering and safety codes. Ensures that a project is completed according to schedule, resolves problems that arise due to inclement weather, emergencies, or other issues that may cause delays. Maintains regular and punctual on-site attendance. Performs other duties as assigned.

Requirements

  • Bachelor’s degree in Engineering or related field plus five years of progressively responsible experience in construction.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to form and maintain effective relationships with co-workers and customers.
  • Advanced knowledge of construction management processes, means, and methods.
  • Expert knowledge of building products, construction details, and relevant rules, regulations, and quality standards.
  • Understanding of all facets of the construction process.
  • Ability to plan and see the big picture.
  • Competent in conflict and crisis management.
  • Leadership and human resources management skills.
  • Excellent time and project management skills.
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment.
  • Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.
  • Must pass a physical examination.
  • Must be able to work outside of regular business hours as required.
  • Must possess or obtain and maintain a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI) within eighteen (18) months of employment.

Nice To Haves

  • Bilingual in Spanish and English.
  • Prior coordination of municipal construction project management and operations for landfill, wastewater, water, and/or drainage projects experience.
  • Familiarity with use of Microsoft Office Suite, AutoCAD, and Construction Project Management Software.
  • Voluntary certification through the Construction Manager Certification Institute or equivalent educational institution.
