Designed to advance equitable climate action, SoCal EBD focuses on reducing building carbon emissions while increasing access to clean energy solutions for underserved communities. With its community-centered approach and innovative delivery model, the program sets a new standard for public-purpose energy initiatives in the region. The Construction Project Manager (CPM) plays a pivotal role in overseeing residential retrofit projects, ensuring quality, compliance, and effective project delivery. The CPM is a local, culturally sensitive professional with experience in retrofits, contractor management, and residential code compliance. Their responsibilities include coordinating and constructively challenging contractors, maintaining honesty and a positive reputation, communicating clearly and responsively, and supporting program participation efforts. The success of residential retrofit projects hinges on effective project management, clear communication, and strong contractor oversight. Role Overview: The CPM is responsible for leading residential retrofit and remodel projects from planning through completion. This role requires a proactive leader who can support and manage effectively, ensure work is compliant with residential codes, and stakeholders are kept informed. The CPM must demonstrate trustworthiness, responsiveness, and a sincere commitment to community engagement.

Requirements

  • Bachelor’s degree (or applicants can substitute one year of related experience for one year of education)
  • 5+ years of professional experience in the fields of Construction Management, Residential Building Retrofits, Energy Efficiency Upgrades, HVAC, Plumbing, Electrical and/or a related field
  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check
  • Must have a reliable vehicle for up to 25% local throughout Southern CA (Counties include: Los Angeles, Riverside, Imperial, San Diego, San Bernadino, and Orange) for site visits (mileage reimbursement included)

Nice To Haves

  • Bilingual or multilingual proficiency
  • Contractor State License Board (CSLB) License
  • Certification with BPI, LEED, USGBC or other energy efficiency and building science organizations
  • Familiarity with energy efficiency or sustainability practices in construction
  • Degree in Construction Management, Mechanical Engineering, Project Management or related discipline

Responsibilities

  • Lead and oversee residential retrofit projects from planning through completion.
  • Manage contractor relationships, ensuring accountability, quality, and adherence to timelines and budgets.
  • Assist in preparing and finalizing each participant’s scope of work.
  • Review and interpret residential building codes to ensure all work meets regulatory standards.
  • Conduct site visits, site inspections, and progress evaluations.
  • Work closely with installers to manage installation and QA/QC processes.
  • Communicate clearly and consistently with stakeholders, including homeowners, contractors, and internal teams.
  • Manage incentive layering coordination, follow-up surveys, and continuous improvement practices.
  • Identify and resolve project issues and risks proactively.
  • Support program participation efforts by building trust with clients and explaining project scope and benefits.
  • Maintain accurate project documentation and reporting.
