About The Position

Nammo Energetics is seeking an experienced Construction Project Manager – Owner’s Representative to provide direct oversight of a significant expansion project. This role involves working closely with the existing Construction Management (CM) firm and General Contractor (GC) to ensure the project is executed safely, efficiently, and in accordance with the approved scope, schedule, budget, design, and quality expectations. The position serves as the owner’s primary day-to-day construction representative, providing independent oversight of project performance. The successful candidate will possess strong construction knowledge, financial and contractual awareness, and the ability to hold contractors and consultants accountable while maintaining productive working relationships. The position reports directly to the President / General Manager and will provide regular updates regarding project progress, schedule, costs, risks, changes, and overall project performance.

Requirements

8+ years of progressive construction/project management experience, preferably with significant experience managing large-scale commercial, industrial, manufacturing, or facility expansion projects.
Experience working as an Owner’s Representative, Construction Project Manager, Senior Project Manager, or similar role is strongly preferred.
Demonstrated experience working with Construction Managers and General Contractors.
Strong understanding of construction contracts, project schedules, budgets, cost control, and change management.
Experience reviewing and negotiating change orders and determining responsibility for additional costs.
Ability to read and understand construction drawings, specifications, schedules, and contract documents.
Strong understanding of construction means and methods and the ability to recognize potential quality or execution issues.
Excellent communication, negotiation, organizational, and problem-solving skills.
Ability to work effectively with contractors and consultants while maintaining the owner’s interests and expectations.
Strong attention to detail and ability to identify financial, schedule, and contractual risks.
Proficiency with Microsoft Office and common construction/project management software.
Ability to work regularly on an active construction site and travel as required.
Must comply with all company safety policies and procedures, including drug-free workplace requirements
Must be able to work in both office and manufacturing environments
Must be able to sit, stand, walk, bend, and move throughout manufacturing facilities for extended periods
Must be able to wear required personal protective equipment (PPE)
Must be able to work in environments with exposure to noise, fumes, dust, and varying temperatures within OSHA standards
Must be able to lift and carry up to 20 pounds occasionally
Must possess adequate vision, hearing, and communication abilities, with or without reasonable accommodation

Nice To Haves

Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or a related field preferred.

Responsibilities

Represent Nammo Energetics’ interests throughout the construction and commissioning phases of the expansion project.
Work directly with the Construction Management firm to monitor and oversee project execution.
Provide owner-level oversight of the General Contractor, subcontractors, design professionals, and other project participants.
Ensure the project is being executed in accordance with approved plans, specifications, contracts, schedules, budgets, and applicable codes and requirements.
Maintain a strong understanding of project scope and identify potential gaps, conflicts, or issues before they affect the project.
Establish clear expectations for accountability, communication, documentation, and issue resolution.
Monitor the overall project schedule and evaluate progress against established milestones.
Work with the CM and GC to identify schedule risks, delays, critical-path issues, and potential impacts to project completion.
Challenge schedule assumptions and require appropriate recovery plans when the project falls behind.
Ensure schedule changes and extensions are supported by appropriate documentation and a clear understanding of responsibility.
Communicate significant schedule risks and potential impacts to senior management.
Monitor project costs and commitments to ensure the project remains within the approved budget.
Review cost reports, forecasts, contingency usage, and projected final costs.
Identify potential cost overruns and emerging financial risks early.
Work with the CM to establish appropriate controls for project expenditures.
Provide the President / GM with clear and timely information regarding project financial performance.
Review and evaluate proposed change orders and requests for additional compensation.
Determine the underlying reason for each proposed change and identify whether the change resulted from Owner-directed changes, design changes or design errors/omissions, Contractor or subcontractor errors, coordination issues, differing site conditions, schedule impacts, unforeseen conditions, regulatory or code requirements, or other causes attributable to the project parties.
Work with the CM and GC to ensure proposed changes are properly documented, justified, and priced.
Challenge costs that are not adequately supported or that may be the responsibility of the contractor, designer, CM, or another project participant.
Negotiate appropriate financial responsibility for changes that are not owner-generated.
Ensure change orders are reviewed and approved in accordance with Nammo Energetics’ authorization requirements.
Maintain visibility of cumulative change orders and their impact on the overall project budget and contingency.
Provide oversight to ensure construction is being performed in accordance with approved drawings, specifications, contracts, applicable codes, and industry standards.
Monitor workmanship and construction quality through regular site visits and coordination with the CM.
Identify deficiencies, incomplete work, rework, and other issues that could affect project performance.
Ensure the CM and GC are appropriately addressing quality issues and documenting corrective actions.
Participate in inspections, major milestone reviews, commissioning activities, punch-list development, and project closeout.
Attend project meetings with the CM, GC, architects, engineers, and other project stakeholders.
Maintain a clear understanding of project issues, decisions, commitments, and action items.
Ensure important issues are escalated promptly and resolved efficiently.
Coordinate with Nammo Energetics leadership and internal stakeholders whose operations may be affected by the construction project.
Provide regular project status reports to the President / GM covering schedule, budget, construction progress, changes, risks, and key decisions required.
Serve as a trusted advisor to senior management regarding construction-related matters.
Work with CM to keep an updated Risk Register. Proactively identify project risks and develop strategies to mitigate them.
Monitor potential claims, disputes, delays, and cost exposures.
Ensure project documentation is sufficient to establish responsibility for delays, changes, defects, and additional costs.
Oversee the CM’s and GC’s closeout activities.
Ensure completion of punch-list items and outstanding deficiencies.
Monitor receipt of as-built drawings, operation and maintenance manuals, warranties, testing and commissioning documentation, and other required closeout documents.
Assist with final payment, retainage, and resolution of outstanding claims or change orders.
