About The Position

Delaware Nation Industries (DNI) is seeking a qualified Construction Project Manager capable of conducting site visits, developing estimates, proposals, and executing Design-Build & Design-Bid-Build Federal/DoD construction projects on Davis-Monthan AFB in Tucson, AZ and Luke AFB in Phoenix, AZ. The role involves conducting site visits on Federal/Military facilities, unit price and hard bid estimating, concept design development, bid development, project negotiations, developing job costs, collaborating with A/E firms on design-build and design-bid-build projects, and tracking all aspects of multiple projects including budget and scheduling. The ideal candidate should be motivated, highly organized, and able to plan and multitask to meet deadlines and manage multiple projects within budget.

Requirements

  • Bachelor’s Degree in a construction related field from an accredited college or university, (or documentable experience)
  • Minimum of eight (8) years’ experience in Federal/DoD construction project management of vertical and horizontal construction contracts
  • Documentable skill in the use of RS Means/Gordian (database), Estimating software including RS Means Online, e4Clicks, eGordian
  • Skill in the use of MS Office Systems including Word, Excel, Outlook, Teams and PowerPoint at an intermediate level
  • Skill in use of Adobe Acrobat and or Bluebeam
  • Ability to develop and maintain a Critical Path, (CPM), Cost Loaded Construction Progress Schedule and Reports utilizing Primavera P6 in compliance with AF and USACE Requirements
  • Proficiency in use of the USACE Resident Management System, (RMS)
  • Ability to successfully pass any background checks and/or drug testing as required
  • Possess a valid driver’s license with suitable driving record
  • Must be able to understand, speak, read, and write English language

Responsibilities

  • Acts as central point of contact with the Government for the performance of all work under this contract
  • Leads all operational aspects of project to include cost, schedule and technical performance management; personnel and subcontractor management; safety; and other related operations activities
  • Develop and expand subcontractor and vendor lists
  • Complete in-house quantity take-offs
  • Develop subcontractor-based cost estimates
  • Unit price/RSMeans and hard bid estimate development and completion of detailed quantity take-offs for Task Order RFPs
  • Develop and maintain cost-loaded CPM schedules, updates and reports as needed based on the Federal contract
  • Manage subcontractors; ensure that work is completed in a timely manner to meet the overall project schedule as well as ensure that all in-scope work is completed within the given budget
  • Communicate with onsite field personnel regarding project status, work underway, upcoming and completed activities
  • Interact and communicate with partner Architectural and Engineering Firms on multiple design build projects
  • Manage expectations and relationships with the client senior leadership, company senior management and project teams
  • Negotiate and oversee the development, implementation and reporting of performance metrics
  • Perform continuous review of program performance results and interface with client to address status, operational issues, and metrics in a timely manner
  • Define and establish the project organization and project staffing requirements
  • Identify resources required for the project and participate in employee selection, and hiring
  • Leverage the full range of corporate resources to improve service delivery
  • Ensure work is executed in accordance with company practices, values, contract requirements and project specifications
  • Communicate with the senior management on all matters related to contract execution and performance such as estimate status, schedules, personnel safety, deliverables, personnel issues (to include staffing performance), contract task conflicts, contract scope, contract financials, etc.
  • Hold responsibility for the projects profit and loss
  • Provide leadership, direction, and necessary resources to ensure successful and effective contract performance in all areas including safety; quality of work; cost productivity; compliance with established procedures; timeliness; accuracy; and cooperation
  • Establish and maintain project/Task Order Specific Safety Program/Accident Prevention Plan(s) in accordance with Federal contract requirements and the corporate program
  • Exercise sound business practices/methods; ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner, and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices
  • Perform other duties as assigned
