About The Position

The Construction Project Manager will lead and oversee renovation and modernization projects within secure facilities supporting the Intelligence Community (IC). This role is responsible for planning, executing, and delivering facility renovation projects in compliance with federal regulations, security requirements, and mission-critical timelines. The Project Manager will coordinate cross-functional teams including engineering, construction, security, IT infrastructure, and government stakeholders to ensure projects are completed on schedule, within budget, and in accordance with strict security protocols.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Facilities Management, or related field.
  • 7+ years of project management experience, preferably in federal, defense, or intelligence environments.
  • Experience managing facility renovations, construction projects, or infrastructure upgrades.
  • Strong knowledge of project management methodologies (PMBOK, Agile, or hybrid approaches).
  • Experience working in secure or classified facilities (e.g., SCIF environments).
  • Excellent communication, leadership, and stakeholder management skills
  • Top Secret SCI W/ Poly

Nice To Haves

  • Project Management Professional (PMP) certification.
  • Experience supporting Intelligence Community or DoD facility modernization programs.
  • Knowledge of SCIF construction requirements and secure facility standards.

Responsibilities

  • Lead end-to-end management of renovation and modernization projects for secure government facilities.
  • Develop and maintain project plans, schedules, budgets, and risk management strategies.
  • Coordinate design reviews, construction activities, and facility upgrades in controlled environments.
  • Ensure project deliverables meet operational, technical, and security requirements.
  • Serve as the primary liaison between government leadership, contractors, architects, engineers, and security personnel.
  • Conduct regular status meetings, briefings, and progress reports for senior leadership.
  • Manage expectations and communications with multiple IC stakeholders.
  • Develop and manage project budgets, cost estimates, and financial tracking.
  • Monitor project milestones and ensure adherence to timelines.
  • Identify risks, delays, or cost overruns and implement mitigation strategies.
  • Ensure all renovation activities comply with IC security standards, including secure construction requirements.
  • Coordinate with security personnel regarding access controls, SCIF requirements, and classified material handling.
  • Maintain compliance with federal regulations such as ICDs, IC Tech Specs, and relevant DoD/IC facility standards.
  • Oversee contractor performance and ensure work aligns with contract requirements.
  • Manage procurement coordination and contract deliverables.
  • Conduct site inspections and quality assurance reviews.
  • Identify project risks related to construction, security, logistics, and mission operations.
  • Develop contingency plans to minimize operational disruptions.
  • Maintain documentation and reporting related to risk mitigation.
