About The Position

Markon is seeking a senior-level Project Manager (PM3) to serve as an Onsite Owner's Representative for complex construction, tenant fit-outs, and infrastructure projects for Washington Headquarters Services (WHS). This role involves acting as the primary onsite PM and Owner's Rep for a portfolio of projects valued between $50M and $100M, serving as a senior advisor to Government stakeholders and ensuring successful project execution, risk management, schedule performance, and stakeholder coordination.

Requirements

  • Bachelor's Degree in Construction Management, Engineering, Architecture, Facilities Management, or a related field and ten (15) years of relevant experience; OR twenty (20) years of directly related experience in lieu of a degree.
  • Demonstrated experience managing complex construction, facilities, infrastructure, or asset management programs valued between $50M and $100M.
  • Demonstrated experience in MEP systems (Mechanical, Electrical, Plumbing).
  • Demonstrated experience in Facilities Management and Building Operations.
  • Demonstrated experience in Asset Management Systems (Maximo, EAM, CMMS).
  • Demonstrated experience in Construction Management and Capital Improvement Programs.
  • Experience supporting project lifecycle activities from planning and design through construction, commissioning, turnover, operations, and sustainment.
  • Experience developing and presenting briefings, reports, and performance metrics to Government stakeholders.
  • Working knowledge of AutoCAD, Maximo, Excel, and web-based project management systems.
  • Experience with Microsoft Project and P6 software.
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a Public Trust (HSPD-12) clearance.

Responsibilities

  • Act as the primary onsite PM and Owner's Rep for a portfolio of construction, facilities, and infrastructure projects with an aggregate value ranging from $50M to $100M.
  • Serve as a senior advisor to Government stakeholders and is accountable for project execution, risk management, schedule performance, stakeholder coordination, and successful delivery of program objectives.
  • Conduct site evaluations, field investigations, constructability reviews, and technical assessments to validate project requirements, identify risks, and develop recommended courses of action.
  • Support project planning activities including scope development, requirements validation, acquisition planning, and pre-bid support.
  • Provide technical and project management support for the development of statements of work, independent government cost estimates (IGCEs), project schedules, design reviews, and construction acquisition packages.
  • Review studies, reports, plans, specifications, and drawings to ensure alignment with project objectives and operational requirements.
  • Lead day-to-day project execution activities including schedule management, construction progress monitoring, submittal tracking, permit coordination, contract administration support, funding execution tracking, and issue resolution.
  • Evaluate project performance against established baselines and recommend corrective actions to maintain scope, schedule, and budget objectives.
  • Independently plan, schedule, facilitate, and lead project, stakeholder, and program review meetings.
  • Coordinate across Government organizations, contractors, designers, facility personnel, and external stakeholders to resolve issues, maintain project momentum, and support informed decision-making.
  • Support the Government's facility and asset management objectives by ensuring construction deliverables, as-built documentation, equipment inventories, and system data are properly transitioned into Maximo or similar EAM/CMMS platforms.
  • Review and validate asset information to support operations, maintenance, and lifecycle planning activities.
  • Support project turnover and transition activities, ensuring facility systems, documentation, training requirements, and operational data are successfully transferred from construction teams to facility operations and maintenance organizations.
  • Maintain and analyze project and program performance data utilizing Excel, Maximo, AutoCAD, and web-based project management systems.
  • Develop performance metrics, dashboards, schedules, and briefing materials to support project oversight and leadership decision-making.
  • Develop and manage integrated project schedules and lifecycle milestone plans.
  • Perform schedule analysis, identify risks to project delivery, and recommend mitigation strategies to support successful program execution.
  • Prepare and deliver written and oral briefings, technical reports, performance assessments, and executive summaries for Government leadership and program stakeholders.
  • Regularly communicate project status, key risks, milestones, and recommendations.
  • Provide leadership and mentorship to junior project managers and support staff, promote project management best practices, and contribute to continuous improvement initiatives across the program.
