About The Position

MTSI is seeking a Construction/Program Management and Acquisition Support (PM&AS)/General Contractor System Matter Expert (SME) to support an infrastructure project focused on earthquake-resilient architecture and seismic mitigation systems for a USSF facility. The role requires technical and programmatic expertise in the design and construction of large-scale structural supports, base isolation systems, energy dissipation devices, and advanced damping technologies. The candidate will provide System Engineering Technical Assistance (SETA) to the Space Rapid Capabilities Office (RCO) at Kirtland AFB, NM. The RCO is a streamlined organization focused on rapid acquisition of classified space programs to meet U.S. Space Command requirements. The ideal candidate is a leader and problem-solver, capable of delivering results in a fast-paced, high-profile environment.

Requirements

  • Minimum fifteen (15) years DoD/IC, or relevant industry work experience
  • Experience in managing large construction projects (>$250M) within state of Arizona
  • Proficiency in construction management tools/software
  • Demonstrated experience managing and working with multiple general contractors
  • Strong knowledge of OSHA, EM 385-1-1, DoD safety standards, and AZ-specific environmental and seismic regulations
  • Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility (no less than 5 years total SAP and/or SCI environment experience, with 1-year total within last 5 years) and willingness to submit to a Counter-Intelligence polygraph
  • Candidate must maintain a TS/SCI clearance as a condition of employment

Nice To Haves

  • Ten (10) years of relevant DoD and/or Industry work experience with SAP and/or SCI
  • System Engineering Technical Assistance (SETA) to Government program office
  • Experience coordinating with multiple general contractors in a fast-paced, high-stakes environment
  • Experience with construction within the state of Arizona, particularly in seismic zones or on military/federal installations integrated air, space and cyberspace capabilities
  • Experience with the Power infrastructure and water infrastructure and water rights of Arizona
  • Experience with ACAT I/II level acquisition programs
  • An applicable engineering degree (Civil Engineering, Structural Engineer, Construction Management) from a program accredited by the Accreditation Board for Engineering and Technology (ABET) or possess a Professional Engineering license
  • Relevant MA/MS/ME degree

Responsibilities

  • Serves as program advisory lead for field construction activities to include compliance with Dept of War seismic design standards
  • Manage and report on subcontractor performance including pre-qualification, bid evaluation, work package assignment and progress monitoring.
  • Coordinates with internal and external stakeholders to verify program needs are identified to meet project goals
  • Helps the government assess the technical sufficiency, cost, quality, and timely delivery of program deliverables
  • Confers with engineers to provide technical advice and to assist with problem resolution as needed
  • Supports management and execution of programs consisting of multiple projects--ensures overall program is properly coordinated and efficiently accomplished with the best available resources
  • Aids in the development of a Monthly Status Report on all support efforts including updates in status and performance, major activities, challenges and opportunities, deliverables, and subcontractor performance
  • Drafts, reviews, and edits final program reports, documents, and briefings
  • Supports acquisition planning and development of documents required for systems acquisition.
  • Coordinates with external agencies to include operational units, higher headquarters, Combatant Command (COCOM) staffs, other acquisition activities, and research and development functions.
  • Coordination will include producing, tracking, coordinating all agreements and documentation necessary for SpRCO systems to transition seamlessly into a framework for organizing, training, and equipping the United States Space Force
  • Supports and advises acquisition and program management functions, advises government management on design challenges, operational delivery and integration, and supports system program reviews
  • Initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs
  • Provides strategic advice, technical guidance and expertise to program and project staff
  • Provides detailed analysis, evaluation and recommendations for improvements, optimization development and/or maintenance efforts for client specific or mission critical challenges/issues
