About The Position

The mission of the Florida Department of Military Affairs (DMA) is to provide management oversight of the Florida National Guard and provide units and personnel ready to support national security objectives; to protect the public safety of citizens and to contribute to the national, state and community programs that add value to the United States of America and to the State of Florida.

Requirements

A High School Diploma or equivalent; AND
Six (6) years of professional, full-time-equivalent experience in the field of building construction, four (4) years of which must have been as a supervisor or administrator of construction projects.
Education in Architecture, Engineering, Construction or related field may substitute for experience on a year-for-year basis.
Knowledge of the principles, techniques, materials, and equipment used in building construction.
Knowledge of engineering design, construction, production, and/or operations.
Knowledge of construction materials and techniques.
Knowledge of architectural design, construction, production, and/or operation.
Knowledge of management principles and techniques.
Knowledge of the budgetary process.

Responsibilities

Assists in the supervision of daily CFMO operations. Oversees all administration and personnel issues to include the hiring of employees to ensure applicable state or federal rules are followed. Ensure fair hiring practices are in place utilizing standard legal interview questions and document all areas of an interview. Develop policies, procedures, and training for all personnel within the Directorate.
Manages the planning, design, and review of architectural/engineering projects. Coordinates and/or conducts site inspections for proposed temporary and permanent facility locations. Reviews, approves, or disapproves architect/engineer’s and construction contractor’s pay requests for compliance with contractual conditions and actual work completed.
Develops policies and procedures for proper space utilization and requirements including site selection, leased space acquisition, renovation and construction functions. Coordinate financial arrangements, contracts, and rental agreements in accordance with state and National Guard Bureau criteria. Supervises the development of procedures and plans for complete real property inventory of all Florida Army National Guard facilities.
Manages the preparation of construction budget requirements for state and federal projects for new construction and major maintenance and repair of existing facilities statewide. Reviews justification for initial and supplement requests for federal and state funds.
Participates in design-build presentations and contractor selection. Participates in selection process for professional consultant services. Negotiates/participates in reviews of design and contractor claims and works with attorneys to resolve legal claims/disputes.
Ensures risk assessments are conducted throughout the CFMO Directorate.
