About The Position

The Construction Permitting Manager leads permitting strategy and execution for utility-scale solar and energy storage projects, ensuring required approvals are secured to support safe, compliant, and on-schedule project mobilization and construction. This role partners closely with project mobilization, engineering, project management, field operations, utilities, and regulatory agencies to drive critical path permitting activities across multiple projects.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Planning, Environmental Science, Business, or a related field; equivalent experience may be considered.
  • 6+ years of experience in permitting, construction, project development, or related infrastructure roles, including leadership responsibility.
  • Experience supporting large-scale energy or infrastructure projects, with utility-scale solar, energy storage, transmission, or substations strongly preferred.
  • Strong knowledge of permitting processes, land-use and zoning requirements, environmental compliance, and utility coordination.
  • Ability to manage multiple projects, balance competing deadlines, and solve complex approval issues in a fast-paced EPC environment.
  • Strong communication, organization, and stakeholder management skills.

Nice To Haves

  • Direct experience working with AHJs, utilities, and environmental or regulatory agencies on large capital projects.
  • Ability to interpret construction drawings, site plans, and technical documents for permitting requirements.
  • Familiarity with the full lifecycle of utility-scale solar and storage EPC projects, from development through commissioning.

Responsibilities

  • Lead permitting efforts across a portfolio of utility-scale solar and storage projects, from early planning through construction start and project closeout.
  • Develop permitting schedules, identify critical path approvals, and proactively manage risks that could affect mobilization or construction milestones.
  • Oversee preparation, submission, tracking, and maintenance of permits, licenses, and regulatory documentation across local, county, state, and federal jurisdictions.
  • Coordinate with AHJs, utility companies, environmental agencies, inspectors, and internal stakeholders to secure timely approvals.
  • Manage permitting activities tied to solar EPC delivery, including interconnection applications, road-use permits, SWPPP documentation, environmental permits, and county or site development approvals.
  • Lead and develop permitting team members and external partners while improving processes, templates, and reporting tools for scale and consistency.
  • Communicate permitting status, schedule impacts, and mitigation plans to senior leadership and project teams.
