About The Position

Cumming Group is seeking a Construction Permitting and Inspection Program Manager in Los Angeles, CA, to support rebuilding efforts after the 2025 LA County fires. This high-visibility role involves overseeing the permitting, compliance, inspection, and delivery of construction projects, primarily single-family residences. The successful candidate will have a significant impact on homeowners in the region during their rebuilding process and will work within a leading Construction Management firm.

Requirements

  • Understanding of construction, inspection, and quality assurance principles; familiarity with local municipal, building, fire, and electrical codes.
  • Ability to handle multiple priorities and changing demands.
  • Understanding of federal, state, and local regulations affecting construction and inspection.
  • Strong verbal and written communication; ability to present complex technical information clearly.
  • Proficiency with computers, data analysis tools, and inspection management software.
  • Prior experience with LA County Building and Safety is highly preferred.

Nice To Haves

  • Graduation from a recognized college or university with a bachelor's degree in architecture, engineering, or construction management is required.
  • Minimum of ten (10) years of prior experience performing construction permitting and inspection oversight/management services.
  • Knowledge of construction industry standards, codes, blueprints, and regulatory frameworks; familiarity with environmental permitting.
  • Strong communication, leadership, problem-solving, and organizational abilities; ability to work collaboratively across disciplines.
  • Contract management, budgeting, risk mitigation, and ability to handle multiple projects under deadlines.

Responsibilities

  • Lead the permitting and approvals process for a portfolio of construction projects (mostly single-family residences), coordinating with government agencies, consultants, and internal teams to secure necessary permits and approvals.
  • Ensure projects comply with federal, state, and local regulations, environmental standards, and building codes.
  • Work with the client and architectural and engineering (AE) consultants to manage the disposition of plan check comments, AE responses, and backcheck.
  • Identify regulatory risks during the plan check and permit approvals process.
  • Build and maintain relationships with internal and external stakeholders, including regulatory agencies, third-party utility agencies, community groups, and contractors.
  • Oversee environmental and construction compliance activities, including inspections, reporting, and permit modifications.
  • Review and manage the completion of inspection reports, milestone updates, and compliance documentation.
  • Support the inspection, inspection sign-off, and certificate of occupancy process.
