About The Position

DCCM is seeking a Construction Observer II to join their Construction Management team. This role involves overseeing field inspection and observation of on-site construction activities, maintaining daily records, and interacting with City officials, contractors, and TxDOT personnel. Requirements

  • High school diploma or equivalent.
  • Minimum 5 years of construction roadway and bridge inspection.
  • Valid Class C driver’s license.
  • Experience using Microsoft Office software.
  • Knowledge of pavement construction, resurfacing, rehabilitation, and repair of asphalt and concrete pavement.
  • Certifications through TxAPA, ACI, SWPPP, and OSHA required.
  • Knowledge of basic mathematical equations.
  • Knowledge of Texas Manual on Uniform Traffic Control Devices (TMUTCD).

Nice To Haves

  • Thorough knowledge of TxDOT specifications and standards preferred.
  • Familiarity with Site Manager and/or Primavera preferred but not required.

Responsibilities

  • Perform field inspection and oversight of highway and bridge construction activities under the review and direction of the Project Manager.
  • Analyze procedures to identify deficiencies and recommend improvements.
  • Attend pre-construction meetings and address questions from contractors and other attendees.
  • Calculate payments due to contractors for completed work.
  • Review equipment utilization data and time and cost estimates.
  • Review contract documents to verify compliance with governmental regulations and project requirements.
  • Monitor project phasing and traffic control plans or airport closure plans, ensuring compliance with approved safety standards.
  • Inspect barricades, move traffic control devices and barricades.
  • Oversee construction record-keeping activities, recommend payments, change orders, extra work orders/supplemental agreements, and review proposed change orders from consultants.
  • Prepare monthly and final estimates.
  • Perform engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serve as a lead worker or project leader.
  • Train less experienced inspectors on work methods.
  • Observe quality assurance testing and review test results for conformance with contract requirements.
  • Document work progress and issues arising throughout the scope of the project.
  • Assist in recording and reviewing the accuracy of "As Built" information.
  • Work during day and/or night shifts and/or flexible schedules as required to support project requirements.
  • Travel to projects outside the Houston area to attend preconstruction meetings, project progress meetings, etc.
  • Perform other duties as assigned.
