About The Position

The Department of Veterans Affairs is seeking skilled and dedicated Construction Managers (CMs) to support the EHRM Infrastructure Upgrades at the Doris Miller VA Medical Center in Waco, Texas. This is a hands-on, onsite role that requires technical expertise, excellent communication, and the ability to manage construction activities in a complex healthcare environment.

Requirements

  • U.S. citizenship and the ability to obtain a favorable National Agency Check (NACI).
  • Completion of the following within 60 days of award: 30-hour OSHA Safety Training, VA Cyber Security Awareness Training, VA Privacy Awareness Training.
  • Bachelor’s degree in engineering, architecture, construction management, or related field and 3 years of experience in construction management OR 10 years of experience in construction management.
  • Knowledge of TJC, OSHA standards, and VA technical design requirements.
  • Strong documentation, organizational, and communication skills.
  • Ability to independently evaluate contractor performance, interpret technical specifications, and coordinate across complex stakeholder groups.

Responsibilities

  • Manage the submittal review process, ensuring compliance with project specifications, VA standards, codes, and medical center requirements.
  • Review and monitor construction phase schedules with emphasis on milestones, workflow, phasing, material deliveries, inspections, and testing dates.
  • Monitor and document the availability of long lead materials and communicate schedule impacts.
  • Verify and update as-built drawings; ensure contractors maintain accurate redlines for finalization.
  • Conduct field inspections, identify non‑conforming work, generate daily inspection reports, and notify COR of required corrective actions.
  • Recommend courses of action to address construction issues and apply technical expertise to assist with field problem resolution.
  • Assist the Commissioning Agent and General Contractor with commissioning activities per the Whole Building Commissioning Process Manual.
  • Attend weekly/bi‑weekly project meetings, maintain daily logs, support Government follow-up actions, and maintain thorough records for conflict resolution.
  • Assist with claims analysis and resolution by providing reports, participating in meetings, and offering expertise during unusual situations.
  • Conduct surveys, field investigations, change order assessments, RFI reviews, coordination of owner-supplied equipment, and other construction support services as required.
