THE WORK: You’ll act as the Owner’s representative in all aspects of project delivery. You’ll provide executive‑level oversight of construction activities, staff, and consultants. You’ll serve as a primary advisor to Client executive leadership, supporting strategic decisions and issue resolution. You’ll lead and direct Resident Engineers, inspectors, project controls personnel, and support staff. You’ll maintain full accountability for project‑wide safety performance. You’ll ensure protection of Client employees, State personnel, contractor staff, and the traveling public at all times. You’ll drive a proactive safety culture targeting zero lost‑time incidents. You’ll oversee contractor safety programs, audits, and incident‑response protocols. You’ll lead all aspects of construction execution from mobilization through closeout. You’ll ensure alignment with project scope, contractual requirements, and Client objectives. You’ll monitor and manage schedule and budget performance, reporting directly to executive leadership. You’ll identify and mitigate project risks, implementing corrective actions as needed. You’ll oversee coordination across engineering, construction, and operational interfaces. You’ll provide senior‑level oversight of contract administration, claims, and change management. You’ll lead negotiation and resolution of complex change orders and contractor claims. You’ll ensure strict conformance with all Client contract documents, specifications, and regulatory requirements. You’ll advise Client leadership on contractual risks and commercial strategies. You’ll oversee and integrate all project functions, including engineering/design coordination, construction management, QA/QC, materials testing, environmental compliance (CEQA/NEPA), third‑party coordination, and community outreach. You’ll lead constructability reviews and provide strategic input on design packages. You’ll provide executive oversight of CPM scheduling, phasing, and sequencing strategies. You’ll validate cost controls, forecasts, and contingency management. You’ll direct recovery planning and schedule‑acceleration strategies when required. You’ll represent the Client in public forums, community meetings, and interagency coordination. You’ll maintain relationships with regulatory agencies and key stakeholders. You’ll coordinate with transit operations to minimize disruptions to service. Onsite at client site: The work location for this role is onsite with our clients and partners to enable delivery and cultivate our client relationships. With all our roles, there is some in-person time for collaboration, learning and building relationships with clients, peers, leaders and communities. Requirements

  • Bachelor’s degree in Engineering, Architecture, Construction Management, Business Administration or another related field
  • Minimum 18+ years of construction management experience, with a strong focus on large-scale infrastructure or transit projects
  • Demonstrated experience delivering projects valued at $50M+ (preferably significantly larger)
  • Minimum 5+ years in a senior leadership role (e.g., Lead CM, Deputy PM, or PM)
  • Minimum of three (3) years of supervisory experience in the management of major construction contracts of similar size and scope
  • Valid California Class C driver’s license

Nice To Haves

  • Professional Engineer (PE), CCM, or PMP certification
  • Experience with FTA-funded projects, including compliance (Buy America/BABA)
  • Experience with rail systems or complex transit infrastructure
  • Familiarity with EV charging infrastructure projects
  • Proven experience acting as an Owner’s Representative or in a client-facing consulting role Deep knowledge of:
  • California public works contracting
  • Transit project delivery (rail, bus, or facilities)
  • Contract administration, claims, and change management
