About The Position

Under general direction, this role manages, supervises, and coordinates the activities and operations of assigned construction, construction management consultant, and other professional services contracts and third-party agreements for Sound Transit projects. The position supports project development processes, including alternatives development and evaluation, prepares contract documents for solicitation, and assists with solicitation processes. The Construction Manager is responsible for delivering assignments within scope, schedule, and budget, preparing and reporting project status (including safety, quality, cost, and schedule), identifying and resolving contract and construction issues, overseeing quality and safety, coordinating project activities, and providing technical support to the Construction Management team.

Requirements

Bachelor’s degree in Architecture, Civil Engineering, Construction Management, or closely related field.
Five years of experience in construction supervision, construction contract administration, or engineering project management, preferably in heavy civil, transit, buildings, structural or underground construction; OR an equivalent combination of education and experience.
Valid state driver’s license.
Familiarity with construction materials, equipment, means and methods, safety, temporary construction structures, and associated risks.
Knowledge of methods and techniques for developing, analyzing, and managing complex construction schedules.
General knowledge of federal, state, and local laws, codes, and regulations pertaining to engineering and construction of civil works and buildings.
Understanding of risk assessment and management.
Knowledge of principles of cost management including expenditure tracking and variance identification.
General understanding of contract and procurement strategies and associated procurement laws, regulations, and management principles.
Ability to work effectively under pressure, meet deadlines, and adjust to changing priorities.
Proficiency in principles of effective oral and written communications.
Experience in oversight and management of a construction program that may include one or a series of inter-related projects of significant size and complexity.
Experience in negotiating and administering construction and engineering services contracts and third-party agreements.
Ability to apply advanced project management techniques and principles.
Skills in leading and delegating daily tasks, communicating, and providing feedback and work direction to assigned staff.
Ability to establish and maintain effective working relationships with various stakeholders.
Ability to interpret and administer regulations, policies, and procedures.
Experience preparing, reviewing, and administering large project budgets.
Skills in business letter writing and report preparation.
Ability to interpret contract documents including risk allocation, strategies, organization, and content.
Ability to conceptualize, influence, develop, and administer goals, objectives, guidelines, policies, and procedures.
Skills in critical and strategic problem solving, preparing, and analyzing complex data and reports.
Proficiency in principles of supervision, training, and performance evaluation.
Basic skill in office administrative procedures and equipment including use of computers and applications including MS Office and scheduling and contract management programs.

Nice To Haves

Experience in public works construction and alternative project delivery methods is desired.
Professional Engineer or Architect license issued by the State of Washington.
Certified Construction Manager issued by the Construction Management Certification Institute.
Certification as a Project Management Professional by the Project Management Institute.

Responsibilities

Leads, coordinates, schedules, assigns, and inspects the work activities of assigned staff, consultants, and contractors for assigned projects.
Makes frequent site visits to observe site conditions, site safety and security, construction activities, and incident response.
Manages, supervises, and coordinates assigned construction and construction management consultant contracts, including budgeting, monitoring cost and cash flow, administering contingency funds, and ensuring completion within scope, schedule, and budget.
Provides input and assists in the management of project development tasks such as environmental processes, real estate acquisition, site investigations, third-party agreements, and permits.
Reviews and provides comments on constructability and biddability for construction documents, plans, specifications, technical memoranda, and other project-related materials.
Oversees the assembly of construction contract documents, ensuring they are clear, complete, comprehensive, and well-coordinated.
Reviews submittals, requests for information, and field clarifications; verifies quality control for compliance with contract documents and applicable codes, laws, and regulations.
Reviews work sequences, interfaces, and time durations in schedules to identify potential conflicts and ensure efficient planning and execution; tracks schedule delays and reasons.
Reviews pay applications, change orders, and provisional sum allocations for entitlement, completeness, accuracy, and adherence to contract requirements; negotiates change order costs and prepares change orders and correspondence.
Ensures contractor and consultant compliance with Sound Transit's health, safety, and security management programs and project-specific plans.
Assures contractor compliance with technical plans and specifications; reviews documentation and files for accuracy and completeness.
Oversees the construction management consultant and assures implementation of Quality Management Plans and special inspections/tests.
Works with construction management consultants and contractors to expedite problem-solving and avoid delays; negotiates and resolves sensitive issues.
Attends and participates in professional associations; maintains awareness of new trends and developments in the field.
Assists program consultants and contractors in the administration and implementation of projects related to contracts and program phases.
Assists in the development of the assigned program's/project’s annual budget, forecasts funds, monitors expenditures, and reviews/approves expenditures.
Provides support to the Construction Management Division, participates in committees, prepares staff reports, and maintains awareness of new trends.
