About The Position

Under limited supervision, provides assistance as needed and manages an array of residential projects with emphasis on single family and multifamily housing. Administers, coordinates, and participates in all aspects of design and capital project management, including budgeting, scheduling, programming, design development, bidding, plan review, contract negotiation and administration, inspection, testing, and project closeout for various capital projects. Monitors capital projects and provides status reports on work in progress. This job class is treated as FLSA Exempt. The Construction Manager is distinguished from the entry-level Construction Coordinator by possessing a higher level of experience and technical expertise in capital project management. This job class is expected to perform capital project management activities with little oversight on small to mid-size capital and construction projects and assume a lead role in coordinating and ensuring these projects are completed on time, within budget, and according to acceptable construction practices and industry standards.

Requirements

  • A degree from an accredited institution in Construction Management, Civil Engineering, Architecture, or closely related field, and a minimum of four (4) years-experience in residential project management, residential and multifamily construction, engineering, architecture, or closely related field.
  • Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
  • Knowledge of the history, culture, laws, customs, and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of engineering, architectural, and construction principles, concepts, methods, techniques, and practices as it relates to residential construction.
  • Knowledge of building, safety and industrial codes.
  • Knowledge of the Community’s procurement policy.
  • Knowledge of preparation of plans, specifications, cost estimates, schedules, and construction documents for a variety of projects with emphasis on subdivisions or multifamily housing.
  • Knowledge of design and construction industry standard contract documents.
  • Knowledge of the practice, principles and methods of construction management and contract administration.
  • Knowledge of current technologies applied in the construction industry.
  • Knowledge of construction materials testing and construction inspection.
  • Skill in use of personal computers, including software applications such as Microsoft Windows and Microsoft Office Professional software.
  • Skill in the use of SharePoint, Onenote, GIS, Autocad, Bluebeam, ProCore, PlanGrid, and graphic design.
  • Skill in evaluating residential capital project work in progress, including plans, feasibility recommendations, specifications, cost estimates, and completed work.
  • Skill in establishing and maintaining effective working relationships with consultants and contractors.
  • Skill in negotiating terms and conditions of contracts and sensitive agreements.
  • Ability to determine appropriate methodology for successful completion of projects, including research, planning; contract management and compliance.
  • Ability to read and effectively interpret architectural and engineering plans, specifications, manuals, supplemental instruction and shop-drawings.
  • Ability to effectively and efficiently resolve conflict.
  • Ability to manage, supervise, and evaluate technical and professional personnel.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to walk, stoop, climb, bend, work in extreme weather conditions, and have ability to inspect building sites up to a height of 50 feet.
  • Ability to lift and carry objects weighing up to 25 pounds.
  • Must possess and maintain a valid Arizona driver’s license.
  • Prior to hire as an employee, applicants will be subject to drug and alcohol testing.

  • Licensed Contractor or have registration and/or certification in Construction Management, Civil Engineering, Architecture or other related field in the State of Arizona.

Responsibilities

  • Manages and oversees construction management activities for various residential capital projects. Performs activities such as project planning, definition of scope, consultant selection, project design / review, cost estimates, contractor selection, project scheduling / monitoring, inspections, quality control, audits, project closeout, etc.
  • Communicates and coordinates with other departments, Community representatives, outside vendors, and contractors to review proposed residential capital projects and activities. Effectively communicates project goals, expectations, progress reports, and other pertinent information to team members and project stakeholders.
  • Solicits proposals from prospective consultants, contractors, and vendors for residential capital projects. Coordinates, prepares, and negotiates solicitations and contracts to perform design phase services, construction phase services, and materials procurement. Interprets and explains contract documents to staff, workers, customers, contractors, vendors, etc. on various design and construction-related projects.
  • Oversees contract administration for residential capital projects. Confers and coordinates with consultants and contractors on issues or concerns related to contract agreements. Coordinates communications regarding supplemental instructions and requests for information between consultants and contractors. Reviews and processes consultant’s and contractor’s payment requests.
  • Coordinates and monitors material testing and inspections, daily document control, and construction project scheduling. Organizes and attends pre-construction conferences and meetings. Schedules and performs quality control inspections. In coordination with the ECS Compliance Division, reviews work of contractors and consultants for compliance with building codes and safety requirements.
  • Monitors multiple residential capital projects to ensure projects remain on schedule. Coordinates scheduling of capital projects to avoid scheduling conflicts and work delays. Responds to inquiries from staff, customers, consultants, contractors, vendors, and other outside agencies on the status of capital projects. Confers with supervisory personnel, contractors, etc., to discuss and resolve issues related to performance, work procedures, and complaints. Resolves utility and other conflicts related to constructability, construction sequencing and construction logistics.
  • Ensures internal and external processes are followed to maximize construction efficiency. Inspects and reviews construction progress for conformity with design specifications and quality standards. Through coordination with the ECS Compliance Division, conducts regular site visits to ensure that required safety standards and construction and building codes are observed. Investigates reports of accidents or damages at construction sites to determine the nature of the incident and makes recommendations to prevent future incidents.
  • Ensures residential capital projects are safely executed within budget and on schedule according to plans, specifications and contracts approved by the Salt River-Pima Maricopa Indian Community. Initiates action to correct deviations from approved designs or violations regarding safety, budget, or contract-performance.
  • Reviews contractor change order requests and prepares change order documentation. Monitors and ensures existing contracts are updated to reflect change requirements. Organizes, files, and retains all documents related to each project.
  • Performs other job-related duties as assigned to support and enhance the Community’s Capital Improvement programs or special assignments.
