About The Position

Support the construction program upgrades for the Veterans Affairs St. Louis Health Care System (STLHCS) at two locations: 915 N Grand Blvd, St Louis, MO 63106 and 1 Jefferson Barracks Drive, St. Louis, MO 63125. The Construction Manager/Project Manager (CM-PM) will alternate between both hospitals. The contract aims to expand VHA’s capabilities for contract management oversight of projects and project support services, focusing on Non-Recurring Maintenance (NRM) infrastructure upgrades across VISN 15. All personnel must be United States citizens and obtain a favorable National Agency Check (NACI). The role involves providing construction management support from pre-design through construction, primarily for Design-Bid-Build and Design-Build projects. This individual will offer professional and technical consultative assistance related to operations, renovation, and new construction programs, supporting the Contracting Officer and Representative in areas such as project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight.

Requirements

  • Bachelors degree in a technical discipline of Construction Management, Architecture or Engineering, from an accredited school of higher education.
  • Minimum of 6 years of experience in both design and construction with a focus on medical facilities preferred.
  • Ability to represent the VA in a professional manner and provide sound management advice regarding work performed on assigned projects, aiming for best value by controlling schedule and budget.
  • Knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess requirements.
  • Proactive in helping to resolve problems and minimize claims, anticipating problems and delays, and ensuring work conforms to applicable requirements (codes, regulations, standards, construction contract plans and specifications).
  • Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Must be a United States citizen.
  • Must obtain a favorable National Agency Check (NACI).

Responsibilities

  • Coordination of submittal reviews and management of submittal process, ensuring General Contractor meets specification requirements and establishes a review process, monitoring timely reviews by stakeholders, and analyzing shop and working drawings.
  • Monitoring Project Financial Data and Budgetary Cost Accounting, including reviewing budgetary cost accounting, administering construction contract change orders, maintaining spreadsheets for project funds, and assisting in documentation for change orders.
  • Construction Phase Scheduling, including preparing and maintaining daily diaries, maintaining a current project schedule, coordinating with the general contractor, comparing project progress against schedules, and addressing schedule slippages.
  • Conducting or attending progress meetings to review and monitor projects and schedules, and reviewing construction contractor payment requirements.
  • Assisting in Issue Resolution by keeping thorough records of occurrences and contracts, performing scheduling, conducting and documenting regular progress meetings, and discussing problems to resolve issues.
  • Monitoring the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services.
  • Providing expertise for start-up, calibration, and/or certification of a facility or operating systems, including planning, forecasting, estimating costs, organizing teams, testing components, conducting performance tests, and obtaining O&M material and training.
  • Performing additional construction-related services such as maintaining marked-up project plans for as-built drawings, performing routine inspections, identifying non-conforming work, compiling lists of defects, monitoring project financial data, assisting in relocation efforts, and coordinating owner-supplied equipment.

  • Pay Range: $100k-130k per year plus benefits
