About The Position

The client, Veterans Affairs, requires a Construction Manager/Administrator (CM-CA) to provide on-site professional and technical consultative assistance for the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Dallas Veterans Affairs Medical Center (Dallas VAMC). This role involves supporting operations, renovation, and new construction programs related to EHRM. The CM-CA will assist the Contracting Officer and Contracting Officer’s Representative in various aspects of project management, including project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects. The individual must be a United States citizen and obtain a favorable National Agency Check (NACI).

Requirements

  • Minimum of three (3) years of construction field experience accomplishing similar CM tasks.
  • Working knowledge of construction practices to assist in implementing Quality Assurance, Safety, Time, Cost, Change, and Information Management plans.
  • Familiarity with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • Working experience in monitoring construction for Quality Assurance.
  • Experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractor's work in relationship with the construction documents.
  • Understanding of the baseline schedule and ability to assist in determining the value of acceptable work in place.
  • Must present three projects of similar scale and difficulty where a similar position was held.
  • Communication skills.
  • Language skills.
  • Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
  • Must be a United States citizen.
  • Must obtain a favorable National Agency Check (NACI).

Nice To Haves

  • A technical degree in Construction Management, Engineering, or a related field (preferred but not required if applicable construction administration experience can be shown).
  • Experience as a CMa managing VA projects.
  • Experience as a CMa managing Medical projects.

Responsibilities

  • Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
  • Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules.
  • Review construction contractor payment requirements and prepare necessary forms for payment processing by VA.
  • Keep thorough records of occurrences, contracts, and other construction-related matters to assist the VA in conflict resolution.
  • Perform scheduling, conduct, and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services (e.g., soils, concrete, steel, roofing, elevators).
  • Maintain marked-up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, identify non-conforming work, and notify the VA and general contractor for correction.
  • Compile thorough site inspection lists of defects and omissions and provide them to the contractor for correction.
  • Monitor project financial data and budgetary cost accounting.
  • Assist in relocation efforts.
  • Administer construction contract change orders, including preparing cost estimates and reviewing cost proposals.
  • Review submittals and Requests for Information (RFIs) and their responses.
  • Maintain Daily Logs of Activity.
  • Coordinate Owner-supplied equipment.
  • Manage Operational and Maintenance data.
  • Oversee Closeout Submittals and other services as required by the VA.
