About The Position

This role serves as a CM - Construction Administrator (CM-CA) to provide construction management support for program upgrades at the North Texas Veterans Healthcare System (NTXVHCS), encompassing the Dallas, Bonham, and Garland VAMCs, as well as Community Based Outpatient Care (CBOC) facilities. The support is required from pre-design through construction, primarily for Design-Bid-Build and Design-Build projects, to enhance the VA’s internal contract management oversight capabilities. The individual will offer professional and technical consultative assistance for operations, renovation, and new construction programs, aiding the Contracting Officer and Representative in areas such as project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.

Requirements

  • Minimum of 3 years of construction-related experience.
  • Working knowledge of construction practices.
  • Ability to assist in implementing plans for Quality Assurance, Safety, Time, Cost, Change, and Information Management.
  • Familiarity with the site operations of a General and Sub-contractor.
  • Understanding of the process of managing a building construction operation.
  • Experience in monitoring construction for Quality Assurance.
  • Experience in preparing, analyzing, and identifying incongruities and deficiencies in contractors’ work in relation to construction documents.
  • Understanding of the baseline schedule and ability to assist in determining the value of acceptable work in place.
  • Possess Communication, Language, and Software Skills.
  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.

Responsibilities

  • Provide construction management support from pre-design through construction for Design-Bid-Build and Design-Build projects.
  • Assist the Contracting Officer and Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight.
  • Develop project schedules for planning and reporting project status.
  • Coordinate initial planning efforts, conduct site studies, market analysis, site investigations, and site surveys.
  • Prepare budgets and cost estimates, preliminary schedules, and perform cost modeling and analysis.
  • Conduct or participate in value engineering workshops and analyze value engineering proposals.
  • Conduct market analysis based on project size and scope and report findings on market conditions.
  • Analyze the constructability of proposed projects and their impact on facility operations.
  • Monitor project financial data and budgetary cost accounting.
  • Administer construction contract change orders, including preparing cost estimates, reviewing cost proposals, and preparing change order packages.
  • Prepare and maintain daily diaries of project activities and maintain a current project schedule, comparing progress against contractor schedules.
  • Address schedule slippages and recommend adjustments.
  • Conduct or attend project meetings to review project status, discuss problems, and resolve issues.
  • Review construction contractor payment requirements and prepare necessary forms for payment processing.
  • Keep thorough records of occurrences, contracts, and other construction-related matters for conflict resolution.
  • Monitor the services of independent testing agencies for project-specific quality control testing and inspection.
  • Provide expertise for start-up, calibration, and/or certification of a facility or operating systems.
  • Assist in commissioning services, including start-up planning, duration forecasting, cost estimation, objective determination, team organization, testing, performance tests, O&M material acquisition, and O&M training.
  • Maintain marked-up sets of project plans and specifications for as-built drawings.
  • Perform routine inspections of construction, identify non-conforming work, and notify the VA and general contractor for correction.
  • Compile lists of defects and omissions for contractor correction.
  • Assist in relocation efforts.
  • Review Submittals, Requests for Information (RFIs) and Responses.
  • Maintain Daily Logs of Activity.
  • Coordinate owner-supplied equipment.
  • Manage Operational and Maintenance (O&M) data.
  • Oversee Closeout Submittals.
