About The Position

Project Solutions Inc. is seeking an experienced, full-time Construction Management Representative for the replacement of the existing wastewater treatment plant at Tuolumne Meadows in Yosemite National Park. This multi-year construction effort includes new piping, a holding tank, and related site and utility work. The role serves as an on-site Construction Manager Representative (CMR), providing construction management support such as monitoring work, reviewing documents, and facilitating communication between stakeholders. This role is contingent upon award of project.

Requirements

  • Minimum of a four-year Bachelor’s degree in Engineering, Construction Technology, Construction Management or a related field from an ABET-accredited engineering college or university.
  • OSHA 30-hour Construction Safety training.
  • Construction Quality Management for Contractors (CQM-C) certification.
  • Minimum of five (5) years of relevant construction and/or engineering experience demonstrating knowledge of construction-related activities.
  • Experience in construction management and project coordination, including documentation and communication across stakeholders.
  • Proven ability in ensuring compliance with contract documents, including reviewing requirements and verifying adherence during construction.
  • Experience with inspection and verification of construction work, including reviewing as-built drawings and validating installed work.
  • Experience reviewing payment invoices and construction documentation, ensuring accuracy and completeness.
  • Demonstrated experience in leading and facilitating meetings, including progress meetings and general coordination sessions.
  • Experience in cost estimating and proposal analysis, including use of industry-standard estimating tools and preparation of independent cost estimates.
  • Experience in schedule review and analysis, including baseline schedules, progress updates, Time Impact Analyses (TIA), and recovery schedules using tools like Primavera or Microsoft Project.
  • Experience working on projects of similar scope and complexity, including wastewater treatment plants, remote projects, and projects involving coordination with federal government personnel (PMs, COs, CORs).
  • Strong construction management knowledge, including understanding of construction processes, quality control, and project execution.
  • Effective communication and coordination skills for interacting with Government representatives and facilitating meetings.
  • Ability to interpret and apply contract documents, ensuring compliance with specifications and requirements.
  • Inspection and observation skills to verify construction work, identify deficiencies, and ensure adherence to plans.
  • Proficiency in cost estimating and analysis, including preparation of independent government estimates using industry-standard tools.
  • Strong schedule analysis capabilities, including reviewing baseline schedules, updates, Time Impact Analyses (TIA), and recovery plans.
  • Computer literacy and software proficiency, including Microsoft Office (Word, Excel, Project, Teams), Adobe Acrobat, and construction management tools like Primavera and ProjectTeam.
  • Knowledge of safety and compliance standards, including OSHA requirements and construction safety practices.
  • Effective communication and coordination skills, including facilitating meetings and maintaining professional, neutral communication.
  • Ability to observe, inspect, and evaluate construction work for quality, progress, and compliance.
  • Physical ability to walk and climb regularly on-site to monitor construction activities.
  • Ability to work independently in a field-based environment.
  • Strong attention to detail and documentation accuracy for construction records and reports.

Responsibilities

  • Observe and monitor construction activities to ensure work is performed in accordance with contract requirements and quality standards.
  • Document daily field activities, including material deliveries, work progress, and deficiencies, and prepare regular reports.
  • Review and analyze project documentation, including submittals, RFIs, schedules, payrolls, payment requests, and as-built drawings.
  • Verify construction work and materials, ensuring they meet contract specifications before and during installation.
  • Monitor construction quality and safety compliance, and report accidents or issues to the Government.
  • Facilitate and lead meetings, including weekly progress meetings, and prepare agendas and meeting minutes.
  • Coordinate and document inspections, including preparatory, initial, and follow-up inspections.
  • Review construction schedules and updates, including Time Impact Analyses and recovery plans.
  • Perform or support cost estimating and proposal evaluations, including preparation of Independent Government Estimates.
  • Support contract administration and negotiations, including scope development, field investigations, and documentation of negotiations.
  • Maintain and organize project records, including contract documents, reports, change orders, and closeout documentation.
  • Communicate with Government representatives (COR/CO) on technical issues and project status while not directing the construction contractor.
