About The Position

Are you a collaborative project manager with a strong technical background? Are you passionate about the implementation of innovative and sustainable stormwater capital projects to improve watershed health, stormwater quality, and reduce flooding? We are seeking an experienced project manager to manage major stormwater capital improvement projects in the county and serve as a mentor to other team members. The Stormwater Planning Division is a nationally recognized team committed to improving sustainability and resiliency by equitably reducing flood risk and improving stormwater management and the water quality of approximately 400 square miles of local watersheds and the Chesapeake Bay. Under the general supervision of the section chief, serves as a project manager providing complete supervision, project management, and contract negotiation, resulting in the design of assigned storm drainage, flood control, water quality, Pro-Rata and restoration projects and programs within established schedules and budgets. Is responsible for the proper management of all projects assigned. Requires engineering experience, knowledge of local, state, and federal codes and regulations to manage multiple projects. Provides support to team members including engineers, engineering technicians, and other technical specialists. Provides direction to engineering professional services firms. Assumes duties of the section chief or branch chief when so designated. The ideal candidate will: Develops and leads presentations to a variety of stakeholders including elected officials, residents, and senior managers with the intent of sharing information and garnering support for projects. Manages project schedules and budget for stormwater and/or other environmental projects. Coordinates with multiple project stakeholders with differing interests to meet project objectives and goals. Manages teams implementing stormwater and/or other environmental projects. Requirements

Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus, five years of experience in the management of large and complex construction or maintenance projects related to the assigned program area to include two years managing multi-disciplinary teams with multiple contractors.
A valid driver's license.
Completion of a criminal background check and driving record check to the satisfaction of the employer.

Nice To Haves

Six or more years of progressive experience with developing models to compute hydrology and hydraulic design components for stormwater projects (watershed and runoff characteristics, conveyance capacity, flow routing, channel and overland flow) using applications (excel worksheets, SWMM, HEC-RAS, HEC-HMS, HY8, etc.)
Six or more years of experience in the design of watershed restoration and stormwater capital improvement projects.
Six or more years of experience in managing stream restoration projects including assessment, natural channel design, permitting and construction support services.
Six or more years of experience in managing flood risk reduction and flood mitigation projects.
Knowledge of the Virginia Stormwater Management Program and Virginia Erosion and Sediment Control laws and regulations, as well as design standards and specifications of stormwater best management practices (BMPs).
Six or more years of experience managing architectural or engineering contracts and the completion of stormwater project construction plans for implementation.
Three or more years of experience in the use and configuration of the Esri ArcGIS platform to create and sustain maps, data, analyses, and applications in support of business processes. The Esri ArcGIS platform includes desktop GIS (e.g., ArcMap and ArcGIS Pro) and web GIS (e.g., ArcGIS Online and Enterprise, Field Maps, Survey123, Collector, Web App Builder, etc.).
Bilingual in English and another language.
