About The Position

Pacific Pros is seeking a Construction Logistics Specialist IV (CALM Night Shift Area Resident Manager) for Construction Projects to serve as an Owner's representative for Los Angeles World Airport (LAWA). This full-time, on-site position requires local availability and involves working a night shift. The role focuses on ensuring compliance with Area Shutdown Requests (ASRs) and proper execution of approved ASRs across various airport locations, including terminals, landside areas, parking structures, and airside areas. The main function is to establish collaborative working relationships with Airport Operations, Airport Police, LAWA PM/Contractor Supervisors, and Safety & Inspections personnel. The Night Shift Area Resident Manager will review ASRs, ensure proper documentation is present, and produce nightly reports detailing activities and any conflicts encountered.

Requirements

  • Bachelor’s degree and 20 years of construction management field experience.
  • Minimum of three years of airport experience or five years of experience working in other critical-environment facilities.
  • Ability to assume responsibilities beyond those outlined above.
  • Proven accuracy, reliability, priority-setting skills, and completeness in accomplishing assigned work.
  • Demonstrated planning, controlling, organizing, and leadership skills in previous positions.
  • Effective oral and written communication skills, including the ability to communicate complex issues to a nontechnical audience.
  • Ability to work under pressure on high-profile and complicated assignments.
  • Ability to understand the design and construction intent of projects.
  • Proficiency in Microsoft Office applications, including Access, Excel, Word, PowerPoint, Teams, and Outlook.
  • Proficiency in Adobe software, particularly Acrobat and InDesign.
  • Ability to review and edit documents in Bluebeam.
  • Proficiency in Microsoft Office applications, including Outlook, Excel, Word, Microsoft Project, and PowerPoint.
  • Must pass a federal background check.
  • Candidates must be locally available and fully on-site for this field position.

Responsibilities

  • Serve as Owner's representative.
  • Be responsible for overall Area Shutdown Request (ASR) compliance and the proper execution of approved ASRs at CTA roadways, parking structures, CUP, terminals, and AOA apron and gate areas.
  • Establish a collaborative working relationship with Airport Operations Night Managers (OPS 66), Airport Police, LAWA PM/Contractor Supervisor, and TDG Safety & Inspections.
  • Review all approved ASRs for projects deployed and working within the specified locations.
  • Ensure that the correct, approved, and current ASRs and associated documents are in the possession of the Project Supervisor and located in every vehicle parked within the construction zone.
  • Produce a Nightly Report and report any conflicts discovered during the previous night shift to other CALM team members, LAWA PM staff, and Safety and Inspection personnel.
  • Lead the Nightly Huddle, which occurs at 2330 hours, with Airport Operations support.
  • Distribute the Roadway Bulletin, Terminal Bulletin, and Daily Roadway Map to attendees of the Nightly Huddle.
  • Perform site checks at each location within the CTA, terminals, and AOA where active construction activities are deployed during each shift, including checking personnel numbers, ASR possession, barricade and signage placement, and delivery coordination.
  • Communicate with the Safety and Inspection team regarding compliance with scheduled work.
  • Contact LAWA Airport Police and Airport Operations to have vehicles or equipment removed if they are parked curbside without correct paperwork or authorization.
  • Take photographs of each deployed project operating within the CTA, terminals, and AOA locations, capturing vehicle/equipment deployment, active construction, traffic/passenger movement, and barricades/signage.
  • Produce a Nightly Report with written narrative and photographic components, including personnel count, late-flight information, and other relevant documents for each deployed project.
  • Post Nightly Reports to the CALMSHARE site, save to the V Drive, and distribute to a predetermined stakeholder list.
  • Be thoroughly familiar with the scope and schedule of all active projects within the CTA, terminals, and AOA locations.
  • Act as the responsible party to ensure that all construction within public areas has appropriate barricades and signage in accordance with the approved ASR.
  • Work with the contractor to correct deficiencies and report them to the CALM Sign Shop Manager if additional signage is required.
  • Work with The Development Group (TDG) Element representatives, Facilities Maintenance Group (FMUG), Airport Operations (OPS), Transportation Security Administration (TSA), Information Technology Group (IMTG), TDG Safety/Inspections, and LAWA Airport Police Traffic Officers to develop protocols for orderly shutdowns.
  • Meet regularly with the CALM Area Resident Manager Lead and make recommendations concerning procedures, protocols, and staffing.
  • Develop appropriate tracking and recordkeeping tools.
  • May assume other duties as required/needed.
