About The Position

The Department of Citywide Administrative Services (DCAS) aims to enhance New York City government efficiency and service delivery. DCAS manages iconic city buildings, oversees over $1 billion in annual procurement for 80+ agencies, and plays a crucial role in the daily operations of the City of New York. Their commitment to equity, effectiveness, and sustainability guides their work in providing essential resources and support to city agencies. This includes recruiting, hiring, and training city employees, managing 56 public buildings, acquiring and leasing city property, overseeing the city's green fleet, and leading efforts to reduce carbon emissions from government operations. Facilities Management & Construction (FMC) is responsible for managing, operating, and maintaining 56 city-owned buildings across the five boroughs, ensuring clean, safe, and energy-efficient spaces. FMC handles daily maintenance through Building Services, Fire & Life Safety, and field staff, as well as long-term renovation and rehabilitation projects managed by architects, engineers, and technical experts. FMC also oversees elevator operations in all DCAS public buildings. Construction & Technical Services (CTS), a division within FMC, comprises a design, construction, and technical team including architects, engineers, elevator mechanics, project and property managers. They provide services for time-sensitive rehabilitation, renovations, and maintenance in city-owned properties. The design team handles in-house designs, field inspections, and ensures compliance with Local Laws, also reviewing consultant drawings. The construction team manages and oversees construction projects to ensure compliance with contract drawings, specifications, building codes, budget, and timelines. They assess field conditions, prepare reports, and coordinate meetings to address design variations. The technical team manages maintenance and surplus in city-owned properties, oversees contracts for services like interior rehabilitation, construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, and scaffolding erection. They also manage site safety projects (Local Laws and Violations) and maintain and repair all elevators, escalators, and ADA lifts. The DCAS Trade Shops provide in-house construction and repair services for DCAS-managed sites, including small-scale renovations, carpentry, painting, electrical and plumbing repairs, structural steel, concrete, masonry work, manufacturing replacement parts for obsolete equipment, locksmith services, and support for Mayoral Ceremonies and Special Events.

Requirements

  • Matriculation at an accredited college or graduate school.
  • Employment is conditioned upon continuance as a student in a college or graduate school.

Responsibilities

  • Assist inhouse technical staff with design details before and during construction.
  • Assist inhouse technical staff with the management and coordination of construction projects.
  • Assisting inhouse staff to review design drawings according to field conditions and help prepare sketches for omitted conditions found within the designs.
  • Assist in the review of construction/consultants reports to help determine payment progress.
  • Assist inhouse staff to conduct field inspections for a fair and reasonable standard of proposed negotiations, based on field conditions.
  • Assist inhouse staff in developing change order negotiations, based on technical bulletins, drawings, and sketches, and reviewing the validity of extra work costs and credits of the work performed is not part of the original contract.
  • Assist inhouse staff with the review of all change orders submitted for DCAS in-house projects; its validity, cost before its submission to Engineering Audit.
  • Assist inhouse staff with the review of construction requisitions based on work progress is in conformance to the plans and specifications reports and determine final payment amounts.
  • Assist inhouse staff with the preparation of project estimates based on building needs (Capital/Expense New Needs) and as proposed by the in-house staff.
  • Assist inhouse staff in the review of construction projects estimates for DCAS facilities as submitted by other agencies and reviewing consultants and contractors estimates for accuracy and completeness.
  • Assist inhouse staff in the review of contract documents comprised of drawings and specifications to attain estimates of value(s).
  • Assisting in-house staff in the pricing and the forecasting of cost trends and factors.
