About The Position

The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Construction Inspector, Senior in the Division of Right-of-Way Management. The incumbent is responsible for inspecting private and public construction and development projects to ensure compliance in accordance with applicable codes, plans, and specifications. City of Richmond Department of Public Works employees who work in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.

Requirements

  • An Associate's degree in engineering technology, construction management, or business management
  • Three (3) years of construction inspection, land development, or contractor operations experience
  • Training in VDOT Road and Bridge Standards
  • A current and valid state issued driver's license is required to perform the duties of this position
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
  • Computer proficiency, including ERP software (e.g. EnerGov, GIS-technology)
  • Plan reading
  • Mathematics
  • Proficiency in using/working with standard testing equipment (e.g. infrared thermometer, pressure gauge, water chlorine residual tester, etc.)
  • Understanding the basic functions and uses of construction equipment
  • Determining slope and grade
  • Fill out appropriate City forms
  • Conduct pre-construction meetings with local jurisdictions before construction

Nice To Haves

  • A Bachelor's degree in Engineering or Construction Management
  • Four (4) or more years of experience working in Construction interpreting and reviewing ordinances within City's right-of-way areas
  • Possess Virginia Department of Transportation (VDOT) Certifications in Asphalt Concrete, Hydraulic Cement Concrete, Soils and Aggregates, and Virginia Work Area Protection related training
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Virginia Work Area Protection Manual, Road Design Manual, and VDOT Road and Bridge Standards and Specifications
  • Knowledge and experience with construction practices related to roadways, streets and sidewalks
  • Knowledge and experience in records management, report preparation, filing and open records regulations
  • Experience interpreting and enforcing municipal ordinances, permit conditions, and public right-of-way regulations.
  • Current and historical perspective of roadway construction practices
  • Virginia Department of Transportation Soils, Asphalt, Concrete, Aggregates and Pavement Marking (as assigned) Certifications or Operator Qualifications for all gas related tasks, as assigned.

Responsibilities

  • Interpreting and enforcing municipal codes and ordinances
  • Reviewing and interpreting construction plans and specifications
  • Reviewing and evaluating construction permit applications associated with work performed in the City's right-of-way areas
  • Performing systematic right-of-way and street inspections of public and private construction and improvement plans to ensure compliance with all city, state and federal codes and regulatory requirements
  • Investigating and resolving disputes regarding work performed in the public right-of-way areas
  • Interpreting and explaining code requirements and compliance regarding the City's right-of-way policies and procedures to the public
  • Conducting construction site visits to gather data and prepare field notes
  • Monitoring activities not requiring permits in the City's right-of-way areas which may require the attention of other City agencies
  • Representing the City as a liaison to contractors and the public
  • Providing technical assistance to citizens, contractors and other City agencies
  • Independently organizing priorities and meeting established deadlines on projects and assignments
  • Investigating citizen complaints and right-of-way concerns, including unauthorized encroachments, sidewalk obstructions, alley access issues, maintenance of traffic concerns, and other public right-of-way matters
  • Performing inspections associated with Work in Street Permits (WISP), Maintenance of Traffic (MOT) requirements, and other right-of-way permits to ensure compliance with approved plans, permit conditions, and applicable standards
  • Providing customer service and technical guidance to citizens, contractors, developers, consultants, and other stakeholders regarding right-of-way regulations, permitting requirements, and compliance obligations
  • Performing other related duties as assigned
