About The Position

Planner & Estimator I. General Summary The Planner & Estimator supports NAVFAC and its clients by identifying, defining, scoping, estimating, and developing job packages for contract or in-house execution. This role provides technical evaluations and cost analysis for facility requirements, including repairs, maintenance, and Base Operating Support Contract (BOSC) IDIQ items. Responsibilities also include updating BOSC Performance Work Statement (PWS) items, as well as supporting alterations and minor construction projects (Category III/IV). II. Clearance Requirement Active Secret Clearance required III. Key Responsibilities Project Planning & Evaluation Review customer work requests and recommend appropriate methods of execution Develop scopes of work and draft cost estimates for maintenance, repair, and minor construction projects Evaluate contractor proposals for technical and financial adequacy Update Performance Work Statements (PWS) in accordance with NAVFAC protocols Project Oversight & Coordination Conduct site visits to assess facility conditions and recommend corrective actions Monitor contractor and in-house work for compliance with schedules, specifications, and contract requirements Support outage scheduling to minimize operational disruptions Participate in Work Induction Board (WIB) meetings to present and schedule new work Quality, Safety & Compliance Review and provide recommendations on: Quality Control Plans Safety and Accident Prevention Plans Ensure compliance with energy, environmental, safety, and ATFP policies Monitor contractor adherence to testing and certification requirements (e.g., HVAC systems, fire protection, elevators, boilers) Stakeholder Engagement Collaborate with clients, contractors, and Navy Contracting Office personnel to resolve facility issues Participate in progress meetings, partnering sessions, and project discussions Provide technical responses to Requests for Information (RFIs) Project Closeout & Reporting Support acceptance of completed work, including punch list development Verify delivery of Operation & Maintenance Support Information (OMSI) manuals and training Attend system testing, startup, and final acceptance activities Submit weekly project status reports Technical & Administrative Support Maintain and review equipment inventories Monitor updates to facility drawings and documentation Assist in resolving disputes and recommending Government positions Complete required Government training IV. Required Qualifications Education & Experience Bachelor’s degree in Engineering or related field (or equivalent) Minimum 3 years of relevant experience in one or more of the following: Facility Maintenance Operations Maintenance Program Management Planner/Estimator roles Engineering Technician roles Contracting Officer’s Technical Representative (COR) support on DoD projects Knowledge & Skills Strong understanding of: Engineering and architectural principles Construction science and facility maintenance practices Experience performing cost estimates and evaluating contractor bids Familiarity with multi-disciplinary maintenance, repair, and construction projects Knowledge of CMMS systems (e.g., Maximo/SPM ) Core Competencies Excellent written and verbal communication skills Strong interpersonal and stakeholder management abilities Ability to manage projects to completion within schedule and budget Additional Requirements Fluent in English (written and spoken) Knowledge of safety and occupational health regulations (EM 385-1-1, 29 CFR) Ability to work in physically demanding environments, including: Extreme weather conditions Confined spaces Heights (with fall protection equipment) Must be medically cleared to perform required duties

Requirements

  • Bachelor’s degree in Engineering or related field (or equivalent)
  • Minimum 3 years of relevant experience in one or more of the following: Facility Maintenance Operations, Maintenance Program Management, Planner/Estimator roles, Engineering Technician roles, Contracting Officer’s Technical Representative (COR) support on DoD projects
  • Strong understanding of: Engineering and architectural principles, Construction science and facility maintenance practices
  • Experience performing cost estimates and evaluating contractor bids
  • Familiarity with multi-disciplinary maintenance, repair, and construction projects
  • Knowledge of CMMS systems (e.g., Maximo/SPM )
  • Excellent written and verbal communication skills
  • Strong interpersonal and stakeholder management abilities
  • Ability to manage projects to completion within schedule and budget
  • Fluent in English (written and spoken)
  • Knowledge of safety and occupational health regulations (EM 385-1-1, 29 CFR)
  • Ability to work in physically demanding environments, including: Extreme weather conditions, Confined spaces, Heights (with fall protection equipment)
  • Must be medically cleared to perform required duties
  • Active Secret Clearance required
