This position requires U.S. citizenship as a condition of employment due to federal contract requirements. The role involves providing overall coordination of the construction quality management program for assigned projects. The technician will review and provide recommendations on contractor quality control plans, attend quality control meetings, and monitor three-phase checklists. They will also provide remarks on Government Quality Assurance (QA) reports, take and file progress photos, and validate the quantity, condition, and approval of materials on site. A key responsibility is coordinating support to review and witness successful testing and commissioning/certification of critical systems, including mechanical, electrical, fire and life safety, roofing, and underwater structures. The technician will assure quality workmanship in accordance with specifications and industry standards and attend/witness selected tests, reviewing all applicable test reports. The incumbent will keep the Government sponsor advised of project status and independently plan and carry out assignments. In safety management, the role involves reviewing Activity Hazard Analyses (AHAs) and ensuring they are discussed by the construction contractor. Recommendations will be provided towards acceptance of Crane Critical Lift Plans, along with crane operation qualifications and certificates of compliance. The technician must be familiar with crane safety requirements and NAVFAC P-307. They will observe critical lifts, ensure contractors conduct monthly site safety self-evaluations, and perform worksite safety assessments. Actions will be taken to ensure contractor compliance with safety and health requirements, including leading safety stand-downs and recommending dismissal of key staff for non-performance or violations. Reporting of contractor significant incidences/near misses will be ensured, with a focus on corrective actions. Cursory review/QA of Contractor’s Significant Incidence Reports (CSIRs) and OSHA Form 300 will be performed. Additional support will be provided in mishap investigations where property damage is significant, or injuries are severe. Technical support includes extensive contact with key construction contractor representatives to promote partnering and cooperation, resolve problems, and maintain the construction schedule. This involves coordinating temporary utility and communication hook-ups, utility outages, road closures, lay-down areas, storage areas, and excavation/hot work/burn permits. The technician will act as a point of contact for Supported Command interface/coordination in the field, support collateral equipment installation and communication connections, and assist with investigating potential latent defects. They will also assist with coordinating the installation of cylinders/cores, keying systems, turnover of keys, and facility system training. Reviewing pre-final contract drawings, specifications, and technical RFPs, and performing on-site visits to review constructability and compatibility with field conditions are also part of the role. During design development and constructability review, technical knowledge of local conditions, including material availability and skilled labor, will be provided, with solution recommendations for designer consideration. Active participation in partnering sessions and facilitating effective relationships between contractors, Supported Command, and government team members are expected. Support will be provided for the review of all Government-approved technical and administrative submittals. Engineering problems arising on construction contracts, such as unforeseen conditions, RFIs, and dimension conflicts, will be investigated, with recommendations made to the NAVFAC CM. Support will be provided for preliminary scheduling meetings and review of 3-week look ahead schedules. Updates to the baseline schedule will be reviewed with the CM to determine project status, and critical activities will be reviewed to ensure focus on completion. Bi-weekly look ahead meetings may be attended to review project scheduling problems. Contractor daily reports will be reviewed and annotated. Environmental compliance by the contractor will be assured, and EPA jobsite visits coordinated. As-built drawings will be reviewed and verified for accuracy. Non-compliance notices may be issued to contractors. Pre-final and final acceptance inspections will be arranged and coordinated, and punch list items tracked. The closeout process will be supported, including delivery of as-built drawings, warranties, O&M manuals, and spare parts turnover.
