About The Position

The Construction Cost Analyst / Estimator provides detailed estimating, field analysis, constructability, cost engineering, and proposal support. This position develops the technical and analytical foundation of estimates; validates field conditions and production assumptions; supports subcontractor and vendor pricing; and converts project data into reliable cost, schedule, and resource-planning information. The role supports the proposal and business development teams, preparing proposals for Government and commercial communications infrastructure projects, including tower, antenna, RF, fiber, electrical, grounding, civil, and related construction scopes.

  • Seven or more years of progressive estimating, field engineering, cost engineering, project controls, or construction analysis experience.
  • Experience in communications infrastructure, telecommunications, tower construction, electrical, civil, utility, industrial, or federal construction.
  • Demonstrated ability to perform detailed takeoffs and develop labor, equipment, material, subcontractor, and indirect-cost estimates.
  • Advanced proficiency in Microsoft Excel and strong working knowledge of Microsoft Project or equivalent scheduling tools.
  • Ability to read and interpret drawings, specifications, statements of work, contract documents, and technical requirements.
  • Strong analytical, organizational, communication, and technical-writing skills.
  • Ability to manage multiple concurrent estimates and meet fixed proposal deadlines.
  • Must be eligible to access U.S. Government facilities and military installations.
  • Ability to obtain and maintain a U.S. Government security clearance when required.

Nice To Haves

  • Experience supporting FAA, DoW, USACE, NAVFAC, USCG, HFGCS, RCAG, airfield communications, or similar federal programs.
  • Experience with tower, antenna, RF transmission line, fiber, electrical distribution, grounding, lightning protection, foundations, and civil site work.
  • Experience with Bluebeam Revu, Gov. Eagle, Primavera P6, AutoCAD, Agtek, Procore, HeavyBid, Sage Estimating, or comparable tools.
  • OSHA 30 certification and familiarity with EM 385-1-1 and ANSI/TIA requirements.
  • Professional certification such as AACE Certified Cost Professional, Certified Estimating Professional, PMP, or equivalent is preferred.

Responsibilities

  • Prepare detailed quantity takeoffs from drawings, specifications, statements of work, site information, and field observations.
  • Develop labor, equipment, material, subcontractor, travel, logistics, and indirect-cost inputs for review by the Director of Field Operations.
  • Prepare estimate workbooks, Basis of Estimate documentation, assumptions, clarifications, exclusions, scope narratives, and bid-risk summaries.
  • Conduct constructability reviews and identify scope gaps, conflicts, access constraints, long-lead items, outage requirements, and execution risks.
  • Participate in pre-bid meetings, site walks, technical reviews, proposal handoffs, and gate reviews.
  • Support change-order pricing, independent cost checks, field-directed work analysis, and estimate-at-completion reviews.
  • Maintain organized estimate files, vendor quotations, subcontractor proposals, supporting calculations, and audit-ready documentation.
  • Provide timely status reporting on active estimates, pricing gaps, quote coverage, and outstanding technical inputs.
  • Perform sustained computer-based estimating, spreadsheet analysis, document review, and technical writing.
  • Communicate clearly with field personnel, subcontractors, vendors, customers, and internal leadership.
  • Exercise independent judgment in organizing estimate data, identifying risks, and recommending technical or cost solutions.
  • Meet proposal deadlines and adjust work priorities based on business needs.
