About The Position

This role is for a Construction Accounting Assistant who understands construction billing, including invoicing, Schedule of Values, pay applications, compliance paperwork, and payment tracking. The ideal candidate will be proactive in identifying and resolving financial issues before they become problems. This position is embedded within a company that builds heavy industrial projects, including structural steel and field-erected tanks, emphasizing a connection between billing/compliance work and the field operations. The role requires ownership over the financial aspects of projects and collaboration with Project Managers who prioritize accurate numbers. T BAILEY, a heavy civil and industrial contractor established in 1991, is seeking an individual to manage billing, bonding, subcontractor compliance, certified payroll, and project financial documentation, interacting with project Owners, General Contractors, Engineers, and lower-tier Subcontractors and Suppliers.

Requirements

  • Experience with construction billing practices, including Schedule of Values, payment application formats, lump sum and unit-priced contracts, retainage, and change order administration.
  • Familiarity with public works compliance requirements, such as certified payroll, prevailing wage regulations, Statements of Intent, and Affidavits of Wages Paid.
  • Ability to read and interpret construction contracts, subcontracts, and purchase orders.
  • Strong organizational skills to manage multiple active projects and deadlines.
  • High attention to detail and commitment to accuracy in financial documentation.
  • Strong written and verbal communication skills.
  • Ability to work independently and exercise sound judgment in identifying and escalating issues.
  • Proficiency with Microsoft Office Suite (Excel, Outlook, Word).
  • An Associate's or Bachelor's degree in Accounting, Business Administration, Construction Management, Finance, or a related field, or an equivalent combination of education and experience.

Nice To Haves

  • Construction accounting software experience (Sage CRE or equivalent) is a plus.

Responsibilities

  • Prepare and distribute monthly project billings, including Schedule of Values (SOV) maintenance, supporting documentation, and submission to customers.
  • Coordinate with Project Managers to keep subcontractor billings aligned with outgoing owner billings, ensuring the company is not under- or over-billed.
  • Track incoming payments, follow up on past-due receivables, and monitor subcontractor payment entries and releases.
  • Order and track performance, payment, retainage, and bid bonds, maintaining an accurate bonding spreadsheet.
  • Collect, verify, and distribute certified payroll reports, and file necessary documentation for public works projects.
  • Maintain subcontractor compliance tracking (insurance certificates, licenses, workers' compensation coverage, executed subcontracts, SAM.gov verification) and authorize payment releases accordingly.
  • Coordinate change order pricing, schedule impacts, and documentation with lower-tier subcontractors.
  • Manage the financial and compliance components of project setup and closeout, including final lien releases, retainage documentation, and bond releases.
  • Occasionally work in the shop, coatings facility, or on a job site, requiring comfort with stairs, ladders, and PPE.
