About The Position

The State of Connecticut, Department of Transportation (CTDOT) is seeking applications for a Connecticut Career Trainee position, targeting the classification of Transportation Planner 1. This role is within the Bureau of Policy & Planning, Roadway Information Systems Office, Photolog Unit, located at the Department of Transportation Headquarters in Newington. The position involves collaborative work with internal staff and external entities to collect, model, enhance, and expand roadway inventory features and assets. Responsibilities include performing duties of increasing difficulty in both field and office settings, collecting data from various sources, and managing it within specialized software and databases. This is an opportunity to learn and build a career in data gathering and analysis critical to state transportation planning.

Requirements

  • Must possess and retain a valid Motor Vehicle Operator’s license.
  • Must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language.

Nice To Haves

  • Bachelor's or master's degree in Geography, Geographic Information Systems, Management Information Systems, Computer Science, Mathematics, or a related field.
  • Experience in field data collection.
  • Training in GIS and/or Linear Referencing System (LRS) development.
  • Experience managing large datasets through coursework, work experience, or internships.
  • Experience with Microsoft Office and other programs such as Pavement Profiling and Data Processing software, ProVal, Google Earth, Exor, FME, ESRI’s product suite, and PowerBi, through coursework, work experience, or internships.
  • Experience with computer programming languages, large data sets, querying and scripting capabilities, and database management using applications such as Java, SQL, Python, and others through coursework, work experience, or internships.
  • Experience with statistics and performing statistical and mathematical analysis and calculations through coursework, work experience, or internships.

Responsibilities

  • Assist with the setup, calibration, operation, and maintenance of state-of-the-art High-speed Profiling vans.
  • Perform annual, bidirectional collection of pavement condition data and imagery for the state route network, ramps, a subset of local roads, and the CT Fastrak System.
  • Assist with the identification, layout, and maintenance of control and verification sites.
  • Upload and process data in advanced data processing and online data viewing platform environments.
  • Support, configure, and troubleshoot platform hardware with vendors and the Information Technologies group.
  • Develop data and final reports for Department, federal, and other business needs.
  • Read and interpret engineering plans, diagrams, and schematics.
  • Perform daily quality control checks and keep logs.
  • Populate databases and work with spreadsheets.
  • Review and prepare statistical, written, and technical reports.
  • Work with Geographic Information Systems and utilize maps in ArcGIS and other Linear Reference System (LRS) platforms to analyze data for impacts to transportation facilities, projects, and programs.
  • Operate a large Ford Transit/Sprinter Style van in traffic for long periods of the day.
  • Advance through and pass each of three operator certification levels as required by the Department’s Data Quality Plan (DQMP).
